My aunt lived on Mission Ridge Road, she had to pay 17k for her share of putting utilities underground. I lived on Samarkand Drive in the 1960s, all underground. Sure made a difference in the views. I think they were put under when the tract was developed.

There have been multiple efforts to put in place special assessment districts in the city to fund undergrounding of utilities cabling. Neighbors have to vote to impose the costs on themselves. Upper Chapala St was one successful example, I believe. The two attempts on the Riviera I'm aware of both failed - residents whose views would benefit lobbied heavily for the assessments but others didn't. The costs were based on lot size. Many seniors said they couldn't afford the costs (even if they were postponed as a lien) while out-of-town investor/owner/non-residents really lobbied hard for the assessments. There are many of the latter on the Riviera.

All you have to do is get all your neighbours to agree to pay $10,000 per residence to get the ball rolling. Digging won't start until the $$'s in the bank and every household has signed up and paid.
