The fun of Halloween can also be a hassle for local residents because of the parking problems caused by extra visitors to Isla Vista. In an effort to help alleviate the burden on affected neighborhoods, City Council has approved the successful temporary parking permit program which began in 2014. Restrictions are for the Goleta neighborhoods closest to Isla Vista: University 1 and University 2 neighborhoods, including the Cannon Green Condominium complex. The boundaries are Cannon Green Drive to the west, Hollister Avenue to the north, Storke Road to the east and Whittier Drive to the south. A map is available at http://tinyurl.com/halloweenparking.

Each household in the affected area will receive two parking permits in the mail by October 20. Parking restrictions are for Friday and Saturday nights, when most party-goers are expected to be in the area:

7:00 p.m. Friday, October 26, 2018, to 7:00 a.m. Saturday, October 27, 2018; and
7:00 p.m. Saturday, October 27, 2018, to 7:00 a.m. Sunday, October 28, 2018

Parking restrictions are only in effect during the evening and overnight hours; daytime events at Girsh Park should not be impacted. Vehicles without permits will be cited and/or towed at the owner’s expense. I personally was happy that they stepped up to put a stop to that whole mess. I just wonder how necessary it still is, since it has dramatically decreased the problem. Maybe they should start to reduce the area that they do this in and see if it still stays quite. I believe that UCSB also has helped in providing concerts of some sort to try to help deter the behavior/crowd/out of towners. Just my 2 cents, as someone who lived in Ellwood the last 8 1/2 years and had to deal with that whole mess.

Yes; it's better than having rows of vehicles and drunken kids wandering through our neighborhoods. We already have rows of cars from UCSB lining up along Whittier and the other neighborhoods near UCSB when school is in session. The "holidays" just extend the cars deeper into the neighborhoods.

RED CREEK - Do you speak for the hundreds of residents who have to deal with permits to park in front of their own homes twice a year (Halloween and "Deltopia")? I'm not sure you do. Furthermore, the "chaos" did not affect Goleta residents, only IV residents.

Unbelievable. City of Goleta foots the bill for printing and stuffing envelopes and postage cost to mail these permits? Could there be a Black Market opportunity here? If I lived in the area, I might be tempted to continue parking in my driveway and then advertise my parking permits on Craigslist.

Out of town kids. They don't know where it's safe to park. $200 and a 15 min walk is cheap compared to getting towed. BTW, have you ever tried to get an Uber out of IV on Halloween at 4am? Good luck with that.

People regularly do it the other way around: park their car on the street with a permit and rent their driveway for the evening. My buddy on Scripps Crescent got $200 a night last year. The law of unintended consequences at work again...
