Governor Announces New Stay at Home Order Based on Hospitalizations

Governor Newsom has enacted a new statewide stay-at-home order when regional areas experience low levels of hospital capacity. 

Residents will be required to stay home for three weeks when the hospital’s intensive care units (ICUs) reach below 15% capacity. 

Currently, no area of California meets this requirement but Newsom stated the state’s health team projects many areas could reach the threshold by the end of the week with the majority shutting down this month.

“If we don’t act now, our hospital system will be overwhelmed,” said Newsom during a virtual press conference on Thursday.

The California Department of Public Health (CDPH) is dividing the state into five regions. San Luis Obispo, Santa Barbara, and Ventura counties all fall within the “Southern California” region. State health officials are expecting this region to hit the ICU threshold this week prompting a lockdown.

The lockdown would occur for three weeks, similar to lockdown orders in March. Bars, wineries, salons, and personal services would close. Restaurants would be required to close their on-site dining and could only serve takeout or delivery. 

Schools, however, would be allowed to stay open if they previously received a waiver. Retail would be reduced to 20% capacity and critical infrastructure would be allowed to remain open.

The other regions include the Bay Area, Greater Sacramento, San Joaquin Valley, and Northern California.

“The five regions that we have highlighted, most of these, four out of the five, we anticipate as early as the next day or two… will have reached that 15% or less ICU capacity,” said Newsom.

  1. If you want your kids to go to school and play sports, I’m afraid the only way is to send them to a private school. That’s what the governor does. It’s a real shame we don’t provide public education for children anymore, but at least those who have the means to afford it can go with the private school option.

  2. drastic? drastic? I think 240+K dead people is drastic. it would help if people actually did it. You will do anything to put your kids at risk? what will get people back to playing sports and going to school is people following the guidelines between now and when the vaccine is available. selfish people, this is why we are where we are. shut up and follow the rules. For 14 months you didnt, lets give it 1-2 months of actually following it. you might be amazed at what can happen!

  3. This was my reaction as well. At first I thought it was a terrible idea but after thinking it over – guess where everyone in LA/Ventura County is going to go for “normalcy” daytrips? Here. Just like they have been doing. It actually makes sense for us to be lumped in. If we were SLO, I would question it much more.

  4. Since religious services are exempt from the draconian rules, I suggest that restaurants and breweries register online as religious instituions and continue serving the sacraments (wine, beer, food). I will be part of the congregation.

  5. This is total BS! LA County has a case rate of 40.3 and positivity rate of 7.0%, while SB County is only 14.1 and 4.4%, respectively (from of the state’s website). Of course LA is going to overwhelm their ICUs at that rate they’re going, while we will still have availability, and yet we’re going to be punished. This is ridiculous! I signed the recall petition months ago, and I hope more people with some common sense will sign it too and recall Governor French Laundry.

  6. I went to downtown Ventura a few days ago and didn’t stick around for long. 3/4 of people walking around aren’t wearing masks. People greeting each other and hugging, wearing masks around their chin or leaving their nose open. It’s big brain time down there.

  7. The case rate has actually gone down to 12 since last week. While we are feeling the surge, it’s still relatively stable (but elevated) in SB. SB has, for the most part, continued to demonstrate that we can weather the storm. I have family that works in Cottage so I know they are nervous but it’s still well within their capacity. Also, keep in mind that the hospital system is continuing to conduct elective procedures. The next few weeks will be a huge test for us.

  8. PIT – simmer down.
    “You will do anything to put your kids at risk? ” I will do anything to get the numbers down so that it is SAFE for my kids to back to school. Furthermore, the risk of infection at school and in sports is also very low, even now. How many outbreaks have you seen at the multiple schools that are open? How many outbreaks have you heard from all these kids out there traveling to other counties and states to play sports? NONE. Any infections attributed to student athletes in the area were due to gatherings.
    “For 14 months you didn’t…” – Absolute and utter bull PIT. You have no idea what I and my family have done and how much income we’ve lost due to this. We wear masks everywhere, avoid even family, cancelled vacations, missed MANY events to abide by the rules and I don’t regret doing any of it. It’s as if you don’t read any of my comments. I have repeatedly chided people here for refusing to stay home or even wear masks. My a%% I haven’t followed the rules!

  9. Doesn’t matter, travel ban is unenforceable, think of the logistics! What are you going to do, set up a checkpoint at EVERY offramp and make people convince a random officer that they can be here. Nope, not gonna happen. Unless restaurants and other establishments are closed, LA will absolutely travel northward.

  10. CHIP – private high schools’ sports are also on hold. There are lots of club teams that are traveling out of state/county to play games though. My kids have been lucky enough to do modified “clinic” type practices, but haven’t had a competitive game since March. At the high school level they need to keep their skills honed in competition if they’re going to have a shot at college level sports. Some kids need the structure and discipline of youth sports and it’s a shame to see it so difficult for many to play with all youth leagues other than travel and club teams being cancelled now.

  11. ICU beds in SB County are at capacity – about 43 left. The # of cases are on the increate here. With cases rising here, and patients being sent here from hospitals at capacity could put the county at or over capacity very quickly. It’s called math.

  12. People are so focused on one man, Newsom, and blaming HIM for the state of things. He is just a messenger, he is not the reason for covid and that the hospitals are getting packed with VERY sick people (ICU means VERY sick for those of you that don’t seem to understand that).
    The problem is those of you that think it is more important to get together with family and friends in person, and not wear masks, and hug and kiss each other, and then a few weeks later when people get sick, and some die, you blame OTHERS, like Newsom. It is so frustrating to watch. This virus is 100% people caused and transmitted. It’s awful and it is really a sad thing that our Governor is putting these orders into place but what else can they do? Sure it won’t keep the selfish jerks from partying or gathering, or wearing masks and thinking that they are invincible, look at the POtuS … but it is because of the ones that think that their freedom is to rebel, they are the reason that this is our reality.

It sickens me to see people outright refuse to wear masks or even keep distance and then in the same breath blame the liberals for this. I have friends whose families are being pulled apart by those who refuse to respect others and make the minuscule “sacrifice” to wear a mask and keep distanced from others, including their loved ones. We’re witnessing the true selfishness of humanity and the prioritization of politics over public health. It is truly awful what has happened to the hearts and minds of such a large portion of our fellow humans.

  14. I’m with you Chem, at this point any significant mandates/restrictions need to have solid, rational, and publicly disclosed evidence to back it up. We can not control this virus, these restrictions just give those that need it the illusion of control, yet will force more people to gather in homes/underground which is where most of the spread is occurring. They also ignore the non-covid health/wellness consequences, which the LA judge recently ruled needs to be weighed before deciding to close outdoor dining.   15. General says – “about 43 left”. That’s a lot dude. You ever been to an ICU? I have because I’ve worked in one and also been admitted to one, and they’re always small. ICUs don’t run hendreds of beds buddy. Cottage hasn’t come close to maxing out on beds, and they have a plan in case they might. Take a big breath and calm down.
    I see a lot of comments here from people who have no clue about hospitals and what’s happening. Doomsday predictions right and left. We ARE wearing masks. Yes there are some folks blowing it, as they have been from the start, but this “911 catastrophe” attitude that people are dropping here is just over the top.
    The biggest catastrophe is our economy and our kids’ education. He governor and the teachers are absolutely floundering.

  16. Voice, the virus is spreading because people keep having get-togethers or full blown parties in their own homes, and this order will not prevent that. Furthermore, most law enforcement will not be bothered with complaints from neighbors about people over at someone’s house unless it’s egregious, like those LA AirBnB mansion parties. All this is doing is harming businesses, which is not where the virus is spreading.

  17. I wonder if Chancellor Yang is going to continue with his plan to open up UCSB housing to several thousand undergraduates this winter quarter. I guess it doesn’t matter now, since Gov. French Laundry lumped 1/3 of the state into the Southern California Region, including SB and Mono counties. What the hell, Santa Barbara to Bridgeport is just a 411 mile, 6 hour drive. That makes sense.

  21. Sac, yes that was his position for decades, even wrote an article about their ineffectiveness for coronaviruses, and made the no mask comment after asymptomatic spread was already known. He only changed position when politics go involved. If you believe for one second that he didn’t recommend people where flimsy cloth or paper masks from the beginning because of the PPE shortage (which is far from flimsy cloth or paper masks) I have a bridge to sell you. If you do believe it, then you’re acknowledging the preeminent epidemiologist in the USA knowingly deceived the American people. If you’re okay with the ends justifying the means, then you must not have been one of the people up in arms about Trump downplaying the virus early on so people wouldn’t panic (which they did anyway). I know GeneralTree was up in arms about it but doesn’t seem have an issue with Fauci…

  22. Other countries are already doing what you are advocating for. In China for example, they do exactly what you say. Anyone who does not conform over there ends up in a prison camp. If we repealed the bill of rights, we could do the same here. There is one big problem though. How do you make sure you get to force everyone to do what you want? What if that power were turned against you and other people forced you to conform to their ideology? I feel like it might be safer to retain some degree of individual liberty.

  27. Methinks thou protests too much. If things don’t change, and they haven’t in 9 months, the “Doomsday predictions” will come true, and those 43 beds will be occupied. The “wishful thinking” strategy cost Trump the election, as well as 270,000 lives, headed towards 400,000+ by Inaugural Day. I have never understood why opening bars was ever a good idea. Biden asked us to wear masks for 100 straight days, to coincide with his first 100 days. I’ve been wearing one for 240 days so far, another 100-200 or more doesn’t bother me. Just think of the person you love most on a vent, that’s what motivates me, and since you know what that’s like, you should, too.

    Your original post said that Masks were the most important thing. I corrected you, as obviously distance is more important.   29. What Newsome does personally, though hypocritical, does not change the science. His behavior was bad, but just using one transgression, albeit not helpful, to excuse not complying is like comparing apples to oranges. If the Governor wants to cheat and put his family at risk, that is up to him. I do not, so I do the minimum – I only go out to shop and for meds, I wear a mask, I socially distance, I wash my hands, and beat back “but I haven’t seen you in forever” from my 96 year old mom whom I haven’t seen in 9 months, for her protection. Wear a mask in public and do the other easy stuff and hang on for a few more months until a vaccine can be introduced. It won’t be an instantaneous magic bullet, but in time, the virus will be “starved to death”. With the cooperation of everyone, next Thanksgiving could be a normal holiday again, and not a super spreader event. Xmas this year, combined with New Year, are going to cap off a nightmarish year with a bang, and there will be a huge surge happening during the Inauguration. Hopefully, it will be the last huge surge, among many, starting with Memorial Day this year.

  32. Right… distancing is best/safest! In the absence of it, or inability to do it, wear a mask. It was a really simple point… distance from other people in a pandemic is obviously the most important thing… and not going places where you would need a mask is ideal/safes.   33. Nobody is “forced” to gather in groups at homes. It’s a choice, and demonstrative of a sort of lack of self control. No sense blaming others, it’s each person’s choice whether or not to comply. One would hope that the health of the community or at least one’s own family would be sufficient to get compliance, but it does not. That is on those who do not comply, but affects us all.

When he has access to all the best information and advisors, he still determined it wasn’t a significant risk to his family to dine INDOORS, in close contact with several other households, without masks. But now he’s going to shutdown OUTDOOR dining because outdoor dinning is too big a risk/vector?

  38. One reason for anonymity is to attempt to avoid being pre-judged. I may want my comment to be assessed on its own merits, not a reader’s feelings about me based on my previous Edhat comments. “Oh, here’s another comment from that guy who wrote idiotic things about X.” Maybe I was an idiot about X, but not about Y.

  39. The number of ICU beds fluctuates depending on need, as hospitals can increase the number of available ICU beds if required. Right now SBC has 99 total ICU beds, with 60 in use (61% used). Looking over my records, SBC had a maximum of 150 ICU beds at one point this year and so it’s clear that capacity can be increased if necessary. There’s the Sears, that was leased by the county and sat unused. There’s also the Navy medical ship Mercy that had been made available to the state, and then also sat unused. If they allow the ICU beds to fill up without activating these other options then it’s clear that these shutdowns are punitive and not based at all on need.

  40. We can never know how many lives all this saves, right? There’s no way to measure that. We can only count deaths. A hard truth. We can start counting businesses that go under. We can start counting people who have lost their jobs, sometimes repeatedly. We can start counting kids who drop out of school (or can’t show up). Will that count be more than deaths? Sure seems like it. Will it outweigh deaths? Maybe. What I think some fail to realize is that the loss of business, livelihood, education, or security is worse or the same as death. Because it appears to be no end to this. The rules keep changing. Fauci said even with a vaccine that we will still have to distance and mask up. So there’s no end in sight. That’s really, really hard for a lot of people. But so is dying. It’s hard to reconcile.

  41. SBISOK, so so true what you say, it’s what I’ve been saying too. Ideally no one dies. But losing your entire livelihood – your home, etc. – is like death too in many ways. I know of families where the parents lost their jobs, are sleeping on friend’s couches [separately] while their kids sleep on other friend’s couches. it’s really terrible. Which is why I truly hope the ‘numbers’ are accurate b/c government is using them to justify many things that also hurt people – government has a lot of power including the power to legally put you to death [literally and figuratively]. It’s a hard line to walk and I sure hope it’s based on sound data, etc.

I would like to add SBISOK, that poverty, job loss, less/poor education, stress, etc. all have real measurable impacts to peoples health and are all contributing factors to shorter life expectancy. While we maybe saving some lives with our response, we are also costing other people their lives with our response. How many years of life are we taking from our population with the restrictions and how many are we saving? What is abhorrible to me, and the driver of most of my heated replies here, is that with CA’s response, we are taking years of life from the youngest in our community, to give to the oldest. When is it ever okay to sacrifice the young to save the old? If you’re older or at risk, STAY HOME, STAY SAFE.

I know anti-mask people here in town and they truly believe that not only are masks useless, but they will actually harm them. This belief is rooted in conspiracy theory, not necessarily anti-overreach values. Either way, refusing to wear a mask is asinine, selfish and dangerous. And, often, there are unintended consequences — people keep fiddling with the mask and they keep touching their face.”——nothing new was uncovered about covid from when he made this quote, but the politics certainly changed. The “science” behind changing his opinion is psychology, not epidemiology. I think in the future it will come out that covid-19 is airborne, for which cloth/paper masks are useless, and would explain why cases are soaring even with widespread masks use.

  47. 1. You actually can get a sense of how many lives are saved. California has a high death toll and infection rate, but our per capita death rate is significantly lower than many other states. Largely, because up until this point we have managed not to overwhelm our hospitals. So yes, you can actually measure the fact that restrictions designed to keep our hospitals from overflowing have and do save many lives.
    2. Also there is an end in sight. We are extremely close to a vaccine and yes, you will need to wear a mask and distance even after the vaccine, and yes it will be a many months before you get that vaccine. But that vaccine will VERY soon be protecting health care workers which will in turn allow our hospitals to function, which will AGAIN save countless lives. And yes, you will have to wear a mask but life will get significantly less risky and we will get closer to returning to “normal.” But we need to make it through the next few months, until we live in that reality.
    Additionally, you might keep in mind that because probably you and the vast majority of people will survive Covid, the questions you propose really sound like “I’ll take the risk of maybe (but probably not) dying from covid to avoid an economically stressful and socially damaging lockdown” — which is really saying “I am willing to entertain the notion of other people (probably people I don’t know personally) dying of covid so that me and the rest of the majority don’t have to struggle through a lockdown.” Every time I read comments like yours I wonder, are you personally one of these people you speak of who would rather die than lose their business and livelihood? Or are you just someone who would be okay with watching other people die if it meant not losing your business or your livelihood (because that’s honestly really what it comes down to and what it sounds like). As one those young people whose economic opportunities and future is being “sacrificed” for the old, I’ll personally say, that while this pandemic has derailed my life in a lot of ways. I still rather suffer the consequences of a lockdown than deal with the trauma of watching my older relatives die alone in the ICU. I do agree with you that these lockdowns have tremendously negative effects – I don’t mean to belittle that – but as you sympathetically imagine those business owners and children dropping out of schools and as you question whether these restrictions–which we can verify save lives– are worth the sacrifice, ask yourself if you’d be playing over the same thought experiment if you’d already lost family members to this virus.

    For over 99% of the population we have bigger concerns like, the seasonal flu, suicides, child abuse, increased suicide rates, increased crime rates, emotional trauma, loss of businesses, jobs, loss of homes, financial ability to provide for families.
    The “cure” is worse than the disease. These lockdowns have no end in sight. 9 months ago the lockdown was only for a ‘couple weeks to flatten the curve”.
    9 months later here are more lockdowns. Lockdowns were never lifted.
    For a minority of the population that can self isolate the world stopped living. That’s incredibly selfish of you, the minority.
    Because of the minority children are suffering socially, emotionally, academically. Thousands of people are unemployed to will be unemployed again. Hundreds of businesses have closed their doors.
    0.03% of SB has died from Covid. 138 people.
    Despite all the holidays, and the thousands of out of town people that have been hiding here in VRBOs.
    If you are concerned about a 99% chance of not dying, stay home.
    So why are we now lumped with LA & San Diego? Seriously! And you all were concerned about the prison months ago. Now you all roll over to this?

    In the meantime I have to provide for my family and educate my children.
    I personally am not concerned about getting Covid after reading all the medical reports and statistics.
    I am more concerned about loosing my home, having children that are traumatized and who have received minimal education in 9 months.

  50. Here here. I was just told I will be losing my job (again) as soon as Monday, which had already gone from full-time to very part-time. What little unemployment benefits remained, ran out three weeks ago and the system has still not updated the extension. $40 in my wallet and -$500 in the bank account to keep the utilities on and food on the table for my child and myself. Merry Christmas, Governor.

  51. Speaking on behalf of my parents who are in their 80s and doing what they can to stay home aside from essential grocery shopping thus possibly exposing themselves when others aren’t taking precautions, I say it’s your attitude that is selfish.

    It has been an amazing adventure, living in California. Forty-five years as a high school administrator, therapist, teacher, friend, neighbor. Now retired and blaming California for the hands around my throat, for the loss of hope, the destruction of human rights.
    There is no place like Santa Barbara, its beauty beyond belief. If you can live on Channel Drive, eat at Lucky’s, ignore the homeless on State Street, this is your paradise. There is no place for dissent. Toe the liberal agenda, pretend your outrageous riches are due to hard work while average people clean your toilets. The liberal hypocrisy is glaring, startling, disgusting, shameful, endemic.
    The state is bankrupt. The liberal democrats have destroyed this paradise. Taxes are blindly outrageous, the slums of L.A. and S.F. are on par with Mumbai, political leaders live in gated, guarded luxury while demanding increased taxes to provide illegal persons more rights, more comfort than citizens. There is no avenue for dissent from the liberal destruction. My opinion is guarded by liberals except if different from the party line. Of course, as you read this you hate me. That is what liberals do. Claim to be inclusive, progressive, tolerant — unless you disagree. The thinking that was birthed by Hitlerain zealots in the 1930s. That is Socialist ignorance and the future of this state under Newsom, who will make Brown seem like Dick Cheney before he is done. Yet, you pay and pay, worship the agenda, hate conservatives, and continue to drink the Kool-Aid. Quality of life has been destroyed for the people due to the polices that ruined Detroit, Cleveland, Chicago, Atlanta — every democrat liberal-led disaster.
    Not that anyone cares, but I exit the land I loved. As hundreds of thousands of clear-thinking people are doing. To another place where there is tolerance, respect for free speech, values that built this country. I cry for you California. There is no hope.

  53. a pretty drastic step during the shopping season? do you want to get covid and die? I sure don’t. Seems to me, the health and safety of our citizens is far more important than a trinket shop, starbucks, a cold beer at a table 3 feet from a stranger, or some junk purchased on State street. Drastic is 240K people dead from covid and alot of that could have been prevented…just sayin’….

  54. WAIT A MINUTE…are you all REALLY arguing over a lockdown? Let’s make it simple. Capitolism isn’t a priority when a quarter of a million people have died from this virus. Some whine about wearing a mask or social distancing or lockdowns. Your alternative is, catch the virus and/or spread the virus. Both end up with tragic results. Stop acting like this is fake and stop acting like you’re impervious to catching it. Economies fall and rise, people fall and do not rise.
