The City of Goleta is preparing a Homelessness Strategic Plan to help guide and coordinate efforts to prevent and address homelessness within the City of Goleta. This Plan is one of many strategic efforts being undertaken by local cities and the County of Santa Barbara to support cooperative efforts to address the problem of homelessness on a regional basis.

Over the past year, the Goleta City Council has expressed a desire to adopt a comprehensive plan to help prioritize and guide City funding efforts in the area of homelessness. Neighborhood Services and Public Safety staff have been working to establish and strengthen relationships with regional service providers, jurisdictions, and community members. Staff are excited to enter the next phase of the strategic planning process, seeking input from service agencies, community members, and those who are experiencing or who have experienced homelessness themselves.

The City seeks your input on its first-ever Homelessness Strategic Plan. While the City of Goleta has a history of supporting organizations and regional efforts serving those at risk of homelessness and those experiencing homelessness, the City currently does not have a comprehensive plan analyzing the state of homelessness in our region and the most effective steps forward. City Council and staff believe having a strategic plan will provide important direction and clarity around needs, service gaps, and priorities in order to make effective and strategic funding decisions that serve both the existing homeless population, as well as those at risk of becoming homeless.

On Wednesday, November 6, 2019, from 1:30 – 3:00 p.m. service providers and other local jurisdictions will be meeting at Goleta City Hall to share input on the current state of homelessness in the region, service gaps, best practices, future goals and objectives, and service strategies. Then on Wednesday, December 11, 2019, from 4:00 – 6:00 p.m. at the Goleta Valley Community Center, there will be an open house for the community to interact on a one-on-one basis with City staff and homelessness service providers, as well as provide ideas and input on homelessness in our community. During this time, staff will also release an online survey seeking personal input from residents, businesses, service providers, and those who are or who have experienced homelessness. A link will be shared in the next edition of the Monarch Press.

City staff will present an initial outline of the Draft Homelessness Strategic Plan in winter of 2020, with a goal of completing the Draft Plan and presenting it to City Council for review and comment next spring. Staff plan to present a final Homelessness Strategic Plan by summer of next year. The City seeks the community’s input throughout the strategic planning process.

I wonder what the people advocating for the Hells Angels or purges hope to gain from these comments? They seem very extreme to me. Do they really believe in facist solutions, or are they just trolling for their own pleasure?

As noted, there are always studies. There is almost never any action. This is consistent with the politicians fear of offending constituents that are outspoken against helping this population. Goleta has always (since incorporation) taken the blind view that the problem is not theirs. They ignore the homeless in their backyard and say they are from out of town or Santa Barbara. They refuse to locate homeless housing or RV lots in the city as this will be an "attractant" to more of these unsavory folks. Head in the sand and "let them eat cake" mentality. Goleta is an embarrassment to human values in this area.

So the big plan, more research. Per the City of Goleta they are scripting a survey to ask homeless in the City of Goleta why they are homeless. Meaning 12 months before any action is possibly taken. They don’t want to rely on the questionnaire from the Jan 2019 PIT. They also want to address homelessness for just the City of Goleta. It was said by a member of the audience there are no warming centers and that is a need. It was also said that there are 78 individuals living in vehicles and New Beginnings only has 33 parking spots. One individual suggested using the City Hall parking lot, referencing a Lompoc City’s intention you use their City Hall parking lot to give homeless a safe parking place with facilities . The City said they are going to research ideas. One individual asked about the last 40 years of initiatives that included City of Goleta, Goleta said that those previous plans were not specific to the City of Goleta and they want to address the needs of the City of Goleta homeless. End result, more time and money on research while the homeless continue to be homeless left out in the cold to start fires in the creek beds and RR land. After 40 years of “research” you’d think the Govt would know why homeless are without a bed and how to provide them a bed and health care. But it’s complicated and per Home for Good there hasn’t been enough funding to actually help the homeless. But apparently enough to perform years of research. Housing first, temporary shelters, sanctioned tent cities like in Santa Cruz. Then health & mental care, permanent supportive housing, help those that can to get back on their feet, others will need permanent care. But it’s easier to research the issue and never actually take action. And it looks good to the public, looks like you’re doing something.

Instead of using taxpayer funds to "Homeless Inc." , like every other community plagued with these trolls, the City of Goleta might want to hire (PAY) the Hell's Angels or Mongols or Banditos to come in and "clean house".

This is NOT the “first ever” Here are three other “first ever” initiatives. - 1982 City/County Homeless Advisory Committee - County & City of Goleta, Carp, SB, Shelter Providers, Housing Providers, Social Service Providers, Advocacy Groups & Homeless Persons - 2005 Countywide Bringing Our Community Home: 10 Yr Plan to End Chronic Homelessness - 2011 Central Coast Collaborative on Homelessness (C3H) Hopefully this time is different. And hopefully the Cities & County don’t spend years and hundred of thousands to rewrite previous plans. In school they called it plagiarism.

They have conclusively determined, that it is undoubtedly necessary, to reconvene for a comprehensive conference, pertaining to all of the previous meetings, discussions, talks, deliberations, summations, dialogues, discourses and any other examinations pertaining to this 'bum issue'. Funding as yet to be determined."

Make it as uncomfortable as possible for them to live there. They will either leave or finally crack and seek the help they need, go into a shelter, whatever. But making it easy for them is not working and will continue to make this worse.

Goleta's homeless issues stem largely from having a large amount of open space in the relatively small area that is the City. We don't have tents on sidewalks, or many folks begging in the downtown. Hollister Village, Camino Real and Calle Real shopping centers, the main shopping areas, are private and can move panhandlers or campers off their property. So what to do about campers in open spaces and along the freeways is going to be one of the issues to address, kind of unique for a suburban city.

Does SB have a plan? Why is everyone complaining about Goleta trying? All the same people saying "do something!" are here whining that Goleta hasn't done enough, yet here they are responding to a recent spate of homeless camp fires and you all are STILL crying about it. Put a sock in it it or do something yourself.

Goleta! Good for you! Hoorah! Sometime in the future...oh...2020...draft... goal...initial outline...oh. Summer next year...sorta like a response to Climate Change. Kick the can further down the street. But, hey, it's a start. How about treating encampment fire starters as an Arson Emergency today?
