The Goleta City Council is considering authorizing a base camp host city agreement to make the city eligible to host a national team during the upcoming FIFA World Cup 2026 in North America, according to a discussion item prepared on January 12, 2026.
The proposed agreement will authorize the City Manager to execute a standardized host city contract with a Participating Member Association (PMA) team that qualifies for the sporting event, according to the document.
The FIFA World Cup is expected to be the largest in history this year and will feature 48 national teams, expanding from the earlier 32-team format.
Although the approval of the agreement will not ensure Goleta’s selection as a Team Base Host City, the execution of the contract is needed for the city to be considered as a prospective team base camp city.
Visit Santa Barbara contacted City staff in December 2025 about the possibility of Goleta serving as a host city for a PMA team, according to the document.
Under the agreement, a Team Base Camp will comprise a team hotel and a training site. Since the training site has been identified as Harder Stadium at the University of California, Santa Barbara, which is located outside Goleta’s jurisdiction, it will require a separate agreement.
The agreement highlights several regulations for the City, including transportation planning, traffic management, public safety, and security. If Goleta is selected, the City will have to provide police escorts for team movements, issue permits and licenses, and support emergency medical and fire services during the sporting event.
The agreement does not provide for any reimbursements of expenses made by the City for the arrangements. The cost of meeting all the obligations is estimated to total $150,000.
To cover these expenses and avoid multiple Council actions and delays, the staff recommended using a combination of existing funds and a one-time fund of $100,000 from the General Fund Unassigned Fund Balance and $50,000 from the Citizen’s Option for Public Safety Funds.
Any unused funds will return to the General Fund, and all expenditures will be tracked for transparency, the document mentioned.
Any allocation of City funding to support the agreement will boost the City’s economy and local businesses, among other Goleta Strategic Plan goals. In addition to providing economic and promotional benefits to Goleta, the opportunity to host a team will also help the city enjoy global exposure.
However, councilmembers have the option to decline the agreement as well, the agreement noted.

What a HUGE opportunity for the City of Goleta! Goleta needs to beg/borrow/”steal” any and all funds they can get their hands on to build (quickly!) a world-class soccer facility. The obvious choice would be to use Girsh Park and convert it to whatever standards are required by FIFA. There’s a hotel right next store to Girsh that could be used as living facilities for the required time. You can bet that the City of SB is rubbing their hands at the prospect of Goleta not going forward and take this project on. GOLETA….YOU CAN DO IT!!!
BEES – love the enthusiasm, but Girsh Park is already in use by youth sports. Also, it’s privately owned. As the article mentions, Harder Stadium at UCSB is the planned location and is much better equipped to serve as a temporary facility. There is no room for a full size pitch along with stands/facilities such as Harder provides. To do so would eliminate baseball and soccer for thousands of local youth.

They did that at Westmont last year, and there were no particular windfall benefits like you’ve obviously dreamed up.

I mentioned Girsh Park as a potential location for a base/training camp, but it certainly can be anywhere. The idea is for the City of Goleta to seize on this golden opportunity to get out of the shadow of Santa Barbara. Goleta has so much going for it, but seems to lack the will to shine as it should. Santa Barbara has the airport, which is essentially in Goleta. Santa Barbara has Goleta Beach….now that’s a doozy that Goleta is included in a beach that does not belong to Goleta. With all the housing being approved by Goleta, there may not be a square inch in the future to use for sports recreation purposes.
