Goleta Man Detonates Flash-Bang at Harbor Restaurant

On March 8, 2022, around 7:00 pm, the Santa Barbara Police Department Combined Communication Center received a report from a Harbor Patrol Officer about an unknown type of explosive device that was ignited inside local restaurant located at in the 100 block of Harbor Way. Police Officers and Fire Department personnel responded to the scene.
During the investigation, and from watching surveillance footage from inside the restaurant, officers learned a male subject walked out of the restroom and threw an unknown object near the kitchen. A bright flash could be observed from the object that was thrown by the subject. Upon further inspection it was learned the item thrown was a flash-bang that is similarly used by trained law enforcement and military personnel to create sound and light diversions.
After the flash-bang detonated, the subject, identified as Eric Carl Strand, a 55-year-old Goleta resident, returned to the table where he was eating. Witnesses were able to identify Strand and pointed him out to officers.
Probable cause was established to arrest Strand. He was taken into custody and transported to Santa Barbara County Jail where he was booked for Maliciously and Recklessly Possessing a Destructive or Explosive Device (felony) and Exploding or Igniting a Destructive Device (felony). Strand’s bail was set at $500,000.
No one reported any injuries during this incident and the motive is unknown at this time. This case is still under investigation.

Mar 09, 2022 03:00 PM$500,000 for lighting a firecracker? Seems that is a bit excessive amount to me. I know that type of firework is loud, but it is not going to kill anyone (unless they swallow it!).

An explosive device of that magnitude inside is no joke, it's not a "firework" it's designed to incapacitate people for a period of time. Now imagine that happens with a small child or someone with medical issued nearby. What a god damn jackass.

Further, did you guys even read the article about the gang charges? The 100K bail guy was only charged as an accessory to the attempted homicide. The guy who actually was charged with "Attempted homicide" (unlike Baby incorrectly states at 7:00am) was hit with $1 MILLION bail. It's important to read the words in the articles.

As per the felony bail schedule below vehicular manslaughter is 100k, Human Traficking is 100k to 200k, Assault with a firearm on a police office is 100k, rape if victim is under 14 is 250k, arson causing great bodily injury is 250k, grand theft over 1 million is 120k.

It is unlikely it was Brophy's since the bathroom for that complex is downstairs and there is no kitchen in the small annex below the restaurant proper. And in what mentally ill scenario does he explode it and then sit back down to finish his meal after scaring everyone in there half to death. So many questions.

Location questions come down to the phrasing of the press release, not that they need to specify he came back up the stairs. Maybe we'll hear from a witness. There is just nothing to say about the craziness and stupidity of this act, I'm speechless.
