Franklin Elementary School is on lockdown. Does anyone know why?

"There was parent concerns ..." and "Although the police has cleared the..." Eye twitch. What person with limited grammatical skills is crafting their PR? ESL, anyone?

Franklin School on Lockdown?

Franklin Elementary School went on lockdown @ approximately 9:00a.m. this morning. There was parent concerns expressed about a suspicious male near the Franklin Neighborhood Clinic. Santa Barbara Police Department was called and the school was immediately put on precautionary lockdown. Teachers, parents, and students did an excellent job of following the lockdown procedures. Principal Killgore has notified families and personally visited each of the classrooms to connect with her staff and students. The school was in lockdown for approximately 45 minutes that included sheltering in place. The SB Police Department systematically searched the neighborhood. Although the police has cleared the school from the lockdown, the school will take precautions during recess and lunch.

Franklin School on Lockdown?

A man in a dark long coat moving in a suspicious manner and saying strange things that was seen on Yanonali then Soledad Street outside Franklin Elementary School, then the Eastside Library area on Montecito street. The police department was called and a temporary lock down at Franklin. He has not been spotted since.
