Fire engines on overpass

I was driving Highway 101 North around 2:30 pm this afternoon and at every overpass, there was a firetruck with 3 firefighters standing atop their truck looking south down Highway 101. This was occurring from Goleta to Montecito.

Is this some sort of drill or tribute? I am curious to know if someone knows any info. Thanks!
