Outside of Whiskey Richards on State Street Wednesday evening. A guy was on the ground out cold after a scuffle. Another man kicked him in the face while he was getting up. It looks like the guy that did the kick took off before the cops got there and no one was giving them information so of course, this video helped quite a bit.
