A multi-agency operation targeting child exploitation offenders led to the arrest of six people in Ventura County, including a teacher at Fillmore High School.
The Ventura County Child Exploitation Human Trafficking Task Force, made up of the District Attorney’s Office Bureau of Investigation and the FBI, conducted a two-week enforcement operation targeting the production, distribution, and possession of child sexual abuse material (CSAM).
The Ventura County Sheriff’s Office, Ventura Police Department, Santa Paula Police Department, Oxnard Police Department, and Southern California High Tech Task Force assisted in this operation.
The coordinated effort was executed between August 18, 2025, and August 29, 2025 resulting in 11 search warrants that, including three residential locations, were served for investigators to obtain vital evidence in these cases.
Six men were arrested in Ventura County and are alleged to have committed various crimes, including the possession of CSAM, possession of CSAM with intent to distribute, and attempted enticement of a minor to engage in criminal sexual activity.
“Child exploitation thrives in secrecy, but operations like this shine a light on those who seek to harm children,” said Ventura County District Attorney Erik Nasarenko. “These arrests and charges show what can be accomplished when local, state, and federal law enforcement join forces to identify offenders and safeguard the most vulnerable among us.”
On August 27, 2025, investigators with the Ventura County District Attorney’s Office arrested Kevin John Reynolds, age 40 of Newbury Park, after executing a search warrant at his home.
Reynolds was identified during an undercover operation targeting people involved in downloading and distributing CSAM. During a search of his residence, investigators seized multiple computers and external hard drives. Reynolds was arrested at the scene for possession and distribution of CSAM and booked into the Ventura County Main Jail.
Investigators learned that Reynolds is employed as a chemistry teacher at Fillmore High School. The Fillmore Unified School District and the Fillmore Police Department were immediately notified.
It’s also been reported that Reynolds is a past employee of the Boys & Girls Clubs of Greater Conejo Valley. He has not been associated with the organization since 2006, according to a statement by the club.
The court set Reynolds’ bail at $50,000, which he posted. He was given a court date of September 10, 2025.
Additionally, Samuel William Lafond, 37 years old, was arrested by federal agents for attempted enticement of a minor to engage in criminal sexual activity, distribution of CSAM, and receipt and possession of CSAM.
Below are the four other suspects arrested for various counts of CSAM:
- Tan Hoang Phuc Le (23 years old, Simi Valley)
- Kevin Williams (42 years old, Santa Paula)
- Dameon Schubert (36 years old, Ventura)
- Scott Milne (44 years old, Thousand Oaks)

The Ventura County District Attorney’s Office Bureau of Investigation and the FBI also partner with the National Center for Missing and Exploited Children (NCMEC), which receives and shares tips about possible child sexual exploitation received through its 24/7 hotline at 1-800-THE-LOST and on missingkids.org.
