Aircraft has landed safely on run way 7, All is Well Engine 77 to make contact everyone else back in service...Roger Out.

It was a Cirrus from Van Nuys. I sent photos in to Edhat. Partial power loss. Lucky lady was able to nurse it into SB airport. All is well.

It's a 2014 Cirrus SR20 then it should have been equipped with CAPS. It's also a rental. Is there a reason she didn't deploy CAPS?

She had partial power and control of the aircraft. Deploying CAPS is usually done when there is a loos of control that cannot be regained. It would be highly likely that a touchdown under CAPS would cause pretty substantial damage to the aircraft.

She is holding the dipstick which was dry and the CAPS Chute is if all else fails. She was able to limp to SB airport.
