  1. Anyone visiting downtown streets or using parking structures once the sun goes down, will be shocked at the numbers of the armies of the night this town has been willing to support. Bedding down on our streets and structures well exceeds just the obvious RR track and highway vagrant camps. Expect “small fires” everywhere in downtown as temperatures drop. Build it, and they will come. And have.
