DUI Vehicle Collision at Dos Pueblos

5:00 p.m., June 3, 2021

On June 03, 2021, at approximately 2:17 a.m., a traffic collision occurred on U.S. 101 southbound, north of Dos Pueblos Canyon Road.  A 2014 Toyota Corolla, driven by Adriana Chavez, a 26-year-old resident of Goleta, was traveling within the number one lane.  Kassandra Soto, a 23-year-old resident of Goleta, was seated in the right rear seat.  
 
Ms. Chavez made an unsafe turning movement and drove off the road and down a dirt embankment.  The Toyota overturned onto its right-side and collided with a tree.  The passenger was ejected from the vehicle; it is unknown at this time if she was wearing a seatbelt.  The passenger suffered major injuries as a result of the collision and was transported to Santa Barbara Cottage Hospital via American Medical Response (A.M.R.).  The driver suffered minor injuries including abrasions and scratches.
 
During the course of the investigation, CHP officers determined Ms. Chavez was driving under the influence of alcohol at the time of the collision.  Ms. Chavez was placed under arrest for 23153(a) VC and 23152(b) VC – Felony DUI - Causing Injury.
 
This collision is still under investigation.

At about 2:38 am, a vehicle verses tree was reported at 101 southbound, north of the Dos Pueblos off-ramp. County Fire, CHP an AMR on scene by 3:46, working the incident.

This one seems really strange. An accident was reported and it took over an hour for emergency personnel to be on site?

TAGDES, you thicken the plot... CHP dispatched 216am, fire dispatched 218 am, accident reported at 238am, fire/chp/amr arrive on scene an hour later at 346am. This is a spooky story

The vehicle was still position as crashed at 730am with CHP doing some kind of collision investigation with instruments. Makes me wonder if it’s a fatality because the car hasn’t been removed yet. The crash could’ve happened at any time over the night and call in once some random noticed it. The car was well off the road resting windshield toward the ground/tree. The black underside of the vehicle was visible from the road.

According to reports, there was a female driver who was DUI and injured / transported... There was also a fatality, presumably, the passenger... That driver's life will be forever altered.

The Questions remain: Did the driver have any previous DUIs? Was the passenger wearing a seatbelt and would it have helped not hindered her survival?

According to santa barbara court records the answer to your first question is no.

To your second question, I think it's safe to say she was likely not wearing a seatbelt.
