Drain to Butterfly Beach?

I walked Butterfly Beach in Montecito Friday and this dark thick flow was coming out of a drain in the wall just in front of the Biltmore. Any knowledge of what this is and, if toxic? It was not there the day before.

  1. If that is mud from the mudslide then it may be illegal for any private property owner to allow it to drain off their property into a waterway without a permit. That is clearly stated in the directions given by the County government to private property owners. Private property owners are required to “set aside” all mudslide debris and mud on their private property. They are expressly not allowed to drain or place debris or mud into sewers, drains or storm drains.
