While l am very happy that the dog was rescued, it appears the owner was irresponsible. It took a harbor patrol boat and two firemen, one on the what was there of the beach and one on the cliff. The tide was high, almost to 6 feet, so virtually no beach. The dog must have been off leash, ran under the fence and down the cliff. What a waste of City resources because of a careless pet owner. She should be cited.
