Absolutely not legal. The ordinance clearly says "no flashing signs," and while this particular sign isn't garish, it still flashes.

Glad I clicked on the link - I was about be snarky about OP having too much time on their hands. For those of you who don't click on the link, the sign is blinking neon with changing colors, and pretty darn annoying. From what I know of city sign code, I'm fairly certain it's not within regulation.

Sure doesn't seem like it would conform to me, but maybe they have different rules for the Mesa? You might contact the City's code enforcement, and/or look at the City's parcel archives (available online) to see if a permit was pulled.
