The De La Vina Street Water Main Replacement Project is moving into its third phase, with construction anticipated to begin in spring 2026, according to the City of Santa Barbara.

The project is part of the city’s ongoing effort to replace approximately 2% of its water main pipelines each year to ensure safe and reliable water service.

Construction is scheduled to take place Monday through Friday from 7 a.m. to 5 p.m. Streets will remain open to traffic, though temporary delays and parking restrictions may occur.

Notices will be delivered to nearby residents ahead of the start of construction.

Phase three of the project will focus on pedestrian safety improvements along De La Vina Street.

Pedestrian safety enhancements will be implemented at the following intersections along De La Vina Street: Valerio Street, Islay Street, Pedregosa Street, Padre Street, Los Olivos Street, Pueblo Street, Junipero Street, Constance Avenue, and Alamar Avenue.

Phase two of the project has been completed and included replacing the water main between Micheltorena Street and Constance Avenue.

In addition to upgrading aging water infrastructure, the project aims to improve safety for pedestrians and cyclists along the corridor.

DLV Bridge Over Mission Street Project

A separate project, the bridge over Mission Creek at 2700 De La Vina Street, between Vernon Road and Alamar Avenue, will also be replaced. According to the City of Santa Barbara, the new bridge will meet current structural and design standards.

The project also includes upgrades to sewer, water, and storm drain systems, as well as Mission Creek realignment and habitat restoration, according to a June 10 update from the City of Santa Barbara.

Safety upgrades will include curb extensions, high-visibility crosswalk markings, and rectangular rapid flashing beacons. These features are intended to slow traffic, improve visibility, and make crossing De La Vina Street safer. Southbound one-way traffic on De La Vina Street will be maintained during construction.

The BCycle station previously located on the bridge at De La Vina Street and Vernon Road has been relocated near 2829 De La Vina Street to accommodate construction.

The project is primarily funded by the Highway Bridge Program (HBP), administered by the Federal Highway Administration through Caltrans Local Assistance. HBP funds will reimburse 88.53% of the project costs, with the remaining 11.47% covered by the City using Measure C grant funding.
