This went on for a few miles from Carpinteria to Summerland going northbound.

Really, this seems a petty complaint and evidence of someone looking to cause trouble. I have seen enough concrete builds to know that this looks very normal. And these are temporary protections, not finished road ways. Just look at the sunset and relax.
That’s nothing to worry about whatsoever. It’s just some normal, tiny chipping to the very edge of the k-rails. They’re still incredibly solid barriers doing what they’re supposed to do!
The section of freeway described by OP (Carp to Summerland) is finished. Nothing shown is a “K” rail nor temporary.
This feels pretty normal for the type of concrete being put in place for a freeway. I would not expect the type of finish work done for a home or office building. With large trucks creating vibrations along the freeway, these small edges are very likely to show small chips and cracks all along the way, but will have little impact on the overall quality and stability of the final product. These would be especially likely on 90º interior angles like this where the smallest amount of movement could create a chip.
