I'm surprised Kaiser allowed that, seeing as Cottage won't allow Kaiser here. I guess our politicians are to blame. Can someone explain it better to me. My employer only offers Kaiser and I have to drive to VC once a year for my physical, which isn't that bad. But it's annoying.

Cox and cable companies are oligopolies, not monopolies. This refers to a state of limited competition usually governed by regulations, agreements with local governments, cost, etc. and therefore entry is cost or time prohibitive keeping number of players small. Cable companies have agreements among themselves to not offer services where another one exists, but they are not monopolies because of Satellite, fiber, and other providers over ISP.

That said, similarly, there's nothing to stop Kaiser from opening in Santa Barbara County but Kaiser is both an insurance and healthcare provider and therefore provider options are restricted to Kaiser facilities and affiliates. Without Kaiser itself building a hospital, they must rely on agreements with third parties for emergency services. If the third party doesn't want to participate there is no reasonable location for patients to go for emergency care in network. In Ventura County, they contract with Memorial in Ventura and have their own hospital in Woodland Hills.

Cottage is not an insurance provider and therefore they can open wherever they want and not have to think about the hospital aspect like Kaiser does.
