Conceptual Design Review of Sandpiper Golf Course Changes

The owners of the Sandpiper Golf Course, located at 7925 Hollister Avenue, Goleta, have approached the City of Goleta about making potential changes to the facilities on the 194-acre site.  The applicant has requested the Design Review Board (DRB) conduct a Conceptual Design Review of the proposal to get feedback on a building design and parking lot changes.  The DRB will discuss the design elements at its upcoming meeting on Tuesday, December 8, 2020, at 3:00 pm.  The DRB Agenda and staff report will be available on or after December 3rd at www.cityofgoleta.org/goletameetings.

The property owner is considering replacing the existing 9,305-square foot clubhouse and cart barn (built in 1970) with a new approximately 24,000-square foot, 35’ tall, two-story clubhouse and cart barn building (the building would have a basement and the basement square footage is included in the total).  The property owner is also contemplating reconfiguring the 125-space parking lot to have the parking lot entrance aligned with Cathedral Oaks Road.  New landscaping would be added to both sides of Hollister Avenue.  The architect for the project has indicated that the design of the clubhouse is inspired by “the natural landscape and site conditions of the grassy rolling hills of the course, the bluff, and the ocean.” The applicant’s intent is to create a building that “directly relates to its natural setting by observing the contours of the land thereby blending the architecture, landscape, and transparency of the sky in the composition.”

No formal land use applications have been filed yet.  If the applicant chooses to move forward after the Conceptual Design Review hearing is held, then the applicant would need to submit, at a minimum, Development Plan and Coastal Development Plan applications for review.  If the application moves forward, then California Environmental Quality Act (CEQA) analysis would also need to be conducted.  As this site is located in the Coastal Zone, California Coastal Commission approval is also required.

Communication received after this time may not be reviewed by the Design Review Board prior to the meeting.
