Usually when kids (or adults) are parked up in the mountain turnouts people don't go up to you and start talking (especially in the evening) but I'm sure they were at least seen by passerbys. Gibraltar is a bust, used to be a cool spot to go look at our beautiful city but it has changed.

In the 1950s Gibralter was still a dirt road. Good place to park for the view and "necking". We called it Depression Drive (built by CCC crews during the Depression). I never heard Gibralter until many years later.

The headline may be misleading. I think the Passat in question was the one actually involved in the accident. It would appear that the CHP is wanting to talk to anyone who might have seen or interacted with the unfortunate Passat passengers before the accident occurred.
