Carpinteria Men Arrested for Multiple Burglaries

On Wednesday, 6/24/2020, Detectives from the Santa Barbara Police Department executed search and arrest warrants in the City of Carpinteria, following a month-long investigation. Carpinteria residents Luis Octavio Soto (35 years old) and Robert Xavier Arzate (24 years old) were taken into custody.

During the course of the investigation, Detectives discovered that Soto and Arzate had committed at least seven burglaries within South Santa Barbara County. Taking advantage of the COVID-related business closures, Soto and Arzate specifically targeted elementary schools, community centers, medical offices and financial offices. Soto and Arzate used advanced techniques to surreptitiously enter a number of the businesses, in a concerted effort to avoid detection. SBPD Detectives suspect that more burglaries will be reported after businesses reopen.

The search warrant resulted in the recovery of stolen property, including laptops designated for elementary school students. A large number of burglary tools were also discovered, including lock picking equipment, crow bars, bolt cutters, vehicle lockout tool kits and kitchen utensils improvised into devices to open door latches.

The SBPD Property Crimes Unit would like to remind businesses and residents of ways to decrease their likelihood of being victimized. Simple security measures can go a long way in deterring potential thieves. Extra lighting and visible security cameras may cause a building to be a less attractive target. Proper security measures should be used on any exterior door, especially if it is hidden from public view. Ensure that exterior doors are protected with a deadbolt and that both the latch and bolt are covered by the door jamb or by a metal guard.
