The Carpinteria Seal Rookery beach is now closed for the season, with restrictions in effect from December 1 through May 31, 2026 under Carpinteria City Ordinance 470. The seasonal closure is intended to protect the harbor seal colony as mothers prepare to give birth and care for their pups, according to a December 1 Facebook post by the Santa Barbara Channelkeeper. 

The restricted area spans about 750 feet east and west of the rookery at the base of the Casitas Pier, along with a 1,000-foot buffer offshore, according to a City of Carpinteria Instagram post. 

Although the beach will remain closed during these months, the blufftop trail and designated viewing area remain open, allowing visitors to observe the seals from a safe distance, the Santa Barbara Channelkeeper noted in the Facebook post.

Harbor Seals

Harbor seals are site-faithful mammals, returning to the same resting, haul-out, and birthing sites year after year. About 60 pups are typically born at the Carpinteria rookery each season. Although harbor seals are not endangered, coastal development and human activity continue to encroach on their habitat. Even minor disturbances can disrupt the bond between a mother and pup, particularly during the early weeks when constant nursing and close contact are essential.

The December-May closure occurs annually to ensure the safety of mother harbor seals and their pups. 

According to the Carpinteria Municipal Code, several measures are in place to protect seals during pupping season. The beach closure begins at the base of the pier. It stretches about 750 feet in both directions, with the city manager and marine mammal experts deciding the exact boundaries each year.

During this period, dogs and other animals are not allowed on the beach or in the nearby buffer zone, and no one is permitted to bring an animal into these areas. No entry is allowed during this period without prior permission from the city manager.

The ordinance also includes water rules that restrict any motorized vehicles within 300 feet of the high tide line. It further limits jet skis and other small, fast vessels, restricting them to stay at least 1,000 feet away.

Harbor seals spend seven to twelve hours each day hauled out on land to regulate their body temperature and rest.

Visitors often confuse harbor seals with sea lions, but the two species have distinct differences. Sea lions have visible ear flaps and vocalize frequently, while harbor seals lack ear flaps and are generally quiet.
