According to the S. B. Flood Control Dist., Cachuma Reservoir levels: 1/5/17 - 38.7% 1/19/17 - 39.0%

It was down to 31% and has recovered to 39%. Better than what I thought it would do after just one decent storm for that area.

The reservoir is at 39% capacity--found at the bottom of that report you linked. The number you're looking at is saying that Cachuma has received only 53% of a "normal" amount of rain so far since September.
