I live downtown. Just went through three small brown-outs. Anyone else experience this, and where?

Live on the Mesa. Power out 821AM. Power on 825AM. 924AM SCE called 4 times to tell me my power was restored. hahaha. SCE sent me an email that my power was restored and they did not know why it went off.

Near Brandon School in Goleta, we had about a 5 minute outage at 7:50am.

Because it is not a complete Black Out.
Your right.
Code brown is what I think when I hear Brown Out.

On Highland Drive on the Mesa, power was out from 8:20 a.m. on Sunday until 3:05 a.m. on Monday (17 hours). I will have to throw out all the perishables from my fridge. Grrr!

Evaluate what you want to throw out! Especially condiments, especially condiments with acid in them.

Here are super-safe guidelines. I'm not as careful. Hope you didn't open the door. Did you put anything in the freezer?

These seem to follow the gov't guideline I linked:

As soon as I get the warning, I freeze half gallon containers of water. If it occurs, I move a few into the 'frig. and leave freezer and frig closed for the duration. Wouldn't work for someone who keeps the freezer full.

Very unlikely that your food went bad in that time. Unless your refrigerator is completely unsealed or left open it will hold cold for a good many hours.

Request for information: How does this effect electric cars? What about electric rentals including bikes?
