[On Sunday] I came down the coast from Buellton and noticed ‘blackish streaks’ running parallel to the shoreline starting at Gaviota Beach on the water. I’m not sure what I’m seeing but it extended all the way east to Refugio State Park. Has anyone seen and or confirmed what this is?
