Before the Storms

With possible El Nino rain in the long-range forecast, I got to thinking about how much our area would change with some significant rainfall. If we get a downpour, will they have to dig out the Carp debris basin again?

Will construction at the Miramar be finished enough to avoid damage?  Is it possible Cachuma will spill this season? Did you see those soft clouds beyond Camino Ceilo? They weren’t just a warning to pilots of potential turbulence. They’re evidence of the approaching storm.
