A 24-year-old man was arrested after allegedly kidnapping a raping a woman, then burglarizing two different local businesses.

Kahlil Byers was recently arrested for burglary, rape, and kidnapping with a bail set at $1,000,000.

Byers is accused of harassing a woman trying to sleep in an alcove in the downtown Santa Barbara area on April 18, 2018. The victim tried to escape with her belongings when Byers chased her down and forcibly dragged her down a driveway before assaulting her in the first block of E. Carrillo Street around 5:00 a.m.

According to KEYT News, a passerby eventually pulled his car into an adjacent parking lot and illuminated the crime scene which allowed the victim to escape when Byers ran away. Investigating the scene, police discovered items from a Foot Locker and pawn shop burglaries that took place hours earlier.

Santa Barbara Police responded to the Foot Locker store in the Paseo Nuevo Mall after 2:00 a.m. where the front window was shattered with merchandise missing. Then, an alarm went off at Santa Barbara Jewelry pawn shop on 136 E. Victoria Street where a window was broken with items stolen. Police suspect Byers to be responsible for both burglaries and thefts, report KEYT News.

Citizens in Ventura have the right attitude about vagrant street crime - they are investigating its cumulative drain on local fiscal and manpower resources, and the dual justice system it has created, resulting in unfair advantage granted to vagrants over other tax-paying citizens. Choosing to live on the streets is inherently unsafe and unhealthy, which creates sufficient cause to appoint a court conservator who will make better decisions for these people. Follow what is happening right now in Ventura - they are leading the way for real change.

If people (1) rent or (2) own their own property, they can live outdoors 24/7 as long as they are not polluting the public environment and working within the zoning ordinances that apply to everyone else. Otherwise, they don't get to play the vagrant card and do whatever they want. Tough if they see this as their "healthy choice" because it is not ours, nor is it reflected in our mutually defined residential zoning ordinances. Get with the program. We are a community and we are all bound by our residential zoning ordinances. No dual systems to justice.

Actually there are people I know who have lived outside for many years never got in any trouble and prefer the great outdoors. For some folks it is healthy.

Vagrants can pitch a tent, litter, urinate and defecate anywhere they want. Property owners are under strict and often punitive zoning regulations. Property owners pay large taxes every year which forms a large part of the city's revenues. Vagrants can live and vote here, but pay nothing while obtaining very generous social service benefits. Two examples of a dual system of justice due to residential, property owning status and vagrancy status. This list grows quickly when you start thinking the vagrancy privilege card.

Court conservatorship are not for criminal behavior; they are for those who cannot make decisions for their own health and safety. They are managed under the county public guardians office. We need more of them -that is were resources need to be dedicated; not to the criminal justice system which simply warehouses this population group on a temporary basis. It is not safe and it is not healthy to live on the streets - for anyone. Nor is this revolving door into the criminal justice system a good use of public resources. Ventura is right - evaluate how much very expensive law enforcement and criminal justice system funding is misdirected with no benefit to the underlying problem.

Many sex crimes are not reported to the public to protect the identity of the victim. When I hear them I usually wait a few hours before I report it and then I only post the general area and type of rape...Unless it's a spree crime then I would report that rightaway to warn the public or Sexual assault by touch or grab.

Why was the brutal beating and rape that sent this poor woman to the ER at Cottage not reported to the public at the time it occurred over two weeks ago? Is the SBPD keeping certain violent crimes from the public? What's going on here?

I think our scanner monitor here has stated several times that " this is what I heard on the scanner " . I don't recall him ever stating that every alleged incident is a fact. I'm sure he knows that every victim, witness, police officer or dispatcher could and probably has made a mistake from time to time. I myself have heard occasionally a patrol unit or even the dispatcher say " my mistake ".

Maybe the public's right to know did not take priority over time sensitive investigations and evidence collection. Isn't it enough that every alleged incident is reported as fact by the scanner monitors?

He's 24yr ????? looks a lot older than that. Glad they caught this low-life scum-bag. Does that extremely high bail, mean that he's already in the system for other terrible crimes? Or already on probation?????
