  1. If it bit people, the animal control officer will verify rabies vaccination and determine if the owner and the fencing are responsible/sufficient to quarantine the dog at home. If not, or if dog is unvaccinated, the owner could quarantine at vet for 5 days, I think, or at County shelter for 10. In any event, the dog is not allowed to be walked even on leash.

  2. There is “fear aggression.” This means the dog is so fearful that it may lash out. A dog only has two ways to protect itself: flight or bite. People need to learn not to approach a strange, stray dog without first being able to read if a dog is feeling fear or anxiety. Here are some of the signs:
    Flattened ears.
Tail tucked between the hind legs.
    Cowering.
    Lip licking.
    Yawning.
Raised hair on the back of the neck.
    Avoiding eye contact/averting the eyes.
Scratching self frequently (when he was not previously itchy)
And please note that just because a dog’s tail is wagging, that does not indicate a friendly, unfearful dog. The dog may be signaling for you to back off.
