Aggressive Dog at Haskell’s Beach

Isn’t there is a law where dogs need to be on the leash? Why is it that people bring their dogs to family areas, take them off the leash and let them be unsupervised? A husband and wife in their 60s had a big poodle which just tackled a little kid! Please keep an eye out for a 110-pound dog. I really wish people, in this case dog owners, would obey laws and care about others.
