huh...how about a simple "no" or "sorry, i spend my money on my kids" rather than being a total jerkface about it. have you ever gone without food or a roof? have you ever been on the streets? i highly doubt it. try treating people like the humans they are and you would be surprised how the react. ok i bet this post gets 5 down votes! :D

Community public conduct standards do separate those who appear suspicious and those who do not. Not 100% accurate but that is why we have due process rights. We are not an anything goes community. Accept that if one comes here to flaunt convention and think they can do whatever they want at someone else's expense.

There was a young, shirtless dude, quite fit looking, too, with some sort of walking pole and a pack, panhandling at 5 Points Shopping center around 4:30 pm. When he approached me as I sat in my car, I told him that it's illegal to panhandle in Santa Barbara. Undeterred, he continued on his way, asking more people and I watched as he gave some story to an Hispanic guy who then handed the dude what looked to be $5.00. On and on this guy went, asking people for a handout. He even followed a group of women for some distance. I finally talked with the manager at CVS and he spoke with the panhandler, telling him that security would usher him off the lot, if he didn't knock it off. I really wish people wouldn't encourage these beggars by handing them money. Only 20 minutes later I was at Trader Joe's De La Vina and a very nice, genteel-looking late 60s-early 70s woman with a full granny cart told me she was collecting money to "try and get a hotel room for the night." After I passed her, the guy (a regular) who stands outside T.J.'s holding a cardboard sign was at his spot. It's getting so you can't go anywhere now without being accosted. I wish there was a solution to this problem.

There was an aggressive, elderly, Eastern European woman who would approach people parking in Turnpike Shopping Center, years ago. If you didn't give her money, she would give you the stink eye and act like she was going to break into your car as you walked away. She was a menace.

Many thanks to whomever it was that called SBPD---maybe the 15-year-old or someone else. Maybe talking with police will keep this creep away from kids.
