Update by California Highway Patrol
2:00 p.m., July 13, 2019

On July 12, 2019, at approximately 2131 hours, the California Highway Patrol (CHP) received a report of a collision that occurred in a parking lot in the 6700 block of Del Playa Drive in Isla Vista. The CHP responded to the scene and discovered a traffic collision had occurred between a 2006 Nissan Altima and a pedestrian. The motorist also collided with a building and several parked cars.

The initial investigation revealed the driver, operating a 2006 Nissan Altima, was stopped facing south in a parking lot in the 6700 block of Del Playa Dr. and the pedestrian was standing next to the vehicle near the open driver door. The motorist suddenly accelerated backward, striking the pedestrian with the open door, knocking her to the ground, and collided with three parked vehicles. The motorist stopped and accelerated forward, causing the front of the vehicle to strike the neighboring building which caused a rupture of the natural gas line and significant structural damage. The driver then accelerated backward, spinning around and striking a fourth parked vehicle. The motorist then fled the scene in the vehicle, which he abandoned in the 700 block of Camino Pescadero in Isla Vist, and fled in an unknown direction on foot.

As a result of the collision, the County of Santa Barbara Planning and Development Department building inspector red-tagged the structure which was hit as being unsafe for habitation due to the amount of damage. The pedestrian was treated at the scene by Sant Barbara County Fire Department and AMR ambulance personnel for her injuries.

The Santa Barbara Sheriff's Office and UCSB Police responded to the scene to assist the Santa Barbara CHP. The name of the motorist [an 18-year-old male from Goleta] is being withheld pending further investigation. Alcohol is a possible factor in this collision.

**NOTE: This is a preliminary assessment as the investigation is still on-going.

At the risk of spreading hearsay, a reputable IV local said the perp did it all on purpose because he wasn’t allowed in the party. Probably would have been easier to find another party.

Comparison only: When I was at college, unmarried women were required to live in 2 dorms, built in 1897, that had five floors. Each floor had 26 rooms, either doubles, triples or quads, and one bathroom with 4 showers, 5 toilet stalls and a line of sinks. 4 pay phones attached a the wall at one end. (No private lines; cells not yet invented.) The math on that is (10 x 2) + (10 x 3) +(5 x 4). 70 women sharing common facilities on each floor, 350 per building sharing 3 "beau parlors", 5 sets of laundry machines & drying cages in a dank basement and 1 long, narrow TV lounge behind the reception desk. No men past that. (We had hours and had to sign in and out.) The boys had a modern building & no hours but also no women past the reception desk, but they could live off-campus after their freshman year if they wanted. We studied in the library or in our rooms--no other options. No parking garages, few cars, but room w/3 meals-a-day at the U-Cen were less than tuition. I never thought I'd think we had a good set-up!

This is right next door to where I used to live when I was in college. Our "unit" (kind of hard to call it that when it had 5 bedrooms) housed 11 people - 4 double rooms and 1 triple. The doubles had bunk beds and we learned to live with very little belongings. That's just the norm in IV because rent is vastly overpriced and students can only afford to live there with lots of roommates. Our landlords were RAKING it in - our portion of the rent was $7,000 and there were 4 other units!

His name was just released on the keyt newscast. Website not updated yet with his name. He is from LosAngeles living in Isla Vista. Curious why this is being buried. Another out of area SBCC student perhaps? Or not. Just curious about a pattern.

Just the initial charges to put him in jail. Will pile all of the others on later before he makes a plea deal, pleading guilty to jay walking with $500 fine and 3 month suspended sentence because our local jails are overcrowded.

CHP just released the name publicly, it's not being buried weirdo. ......... Curious though, why was he not charged with hit and run, fleeing the scene, etc?

Some years back there was a big deal about a homeowner above APS taking in renters to share the house. The big deal that made it quit was the fact there can only be so many "nonrelated" people living in a home. I think the homeowner lost the case.

SB tried to pass an ordinance like this a few years ago but it would have really affected all of the unrelated people crammed into apartments in town so did not pass. Having too many people in an apartment doesn't seem like the answer, but having a bunch of people commute into town from cheaper places isn't a great idea either.

Occupancy level is nothing new in IV or anywhere else on the south coast. A house near us in El Encanto Heights, near DPHS, at one time had 18 people in a 1200 SQ 3bedroom. Landlords do what they can to get the rent and profit, and renters do what they need to in order to live here. There are not any rules on density in any given property. Should there be? I don't know who is smart enough to devise a formula defining what is appropriate. Meanwhile, such density creates unexpected demands on parking, sewers and other services. Honestly, I don't pretend to have any answers. But it is an issue.

There are a number of comments about "how are these tenants (or landlords) getting away with this?" As far as I know there are not occupancy ordinances which apply. So it is the market which dictates the occupancy. Rents are high in IV due to close proximity to UCSB and wonderful beaches and beach trails, hence students need alot of roommates to afford the rent!

It sounds like this could have been much worse. So one minor injury is probably a lucky outcome from yet another senseless attack with a car. David Attias killed 5 with his Volvo in 2001 and Elliot Rodger struck 3 and killed 1 with his BMW in 2014. Maybe we should do a back-ground check for people to buy gasoline.

One of the newer, built in 2008, 2 bedroom, 2 bath that's seen the rent drop this month from ( by Zillow ) $4,700 to an affordable even 4 K. Kids might as well stay through the summer for a deal like that. With it's 50' setback from the cliffs definitely worth rebuilding.

They're now renting out the living room as a bedroom. My son has been looking for a place there and was offered to share space in a livingroom for $700 a month! Landlords are capitalizing on this big time.

It's called affordable housing...when you barely have two nickels to rub together your standard of living gets pretty low. Then again it's all relative, some people came from places where the floors are dirt and there's no running water, others came from Orange County mansions, now they live side-by-side.

Bunk beds in those 2 bedrooms then more in the living room for students mostly. I cleaned out apartments there in the 80's. There were 2 sometimes 3 double bunk beds to a room you can imagine how hard it is to clean those rentals out in the Summer. Good Cleaning coat of paint start all over.
