What's up at Hollister and Lassen?

Three squad cars, a woman on the ground being held by officers and screaming "take your hands off of me" another smallish man being interrogated by another officer near Hollister and Lassen.

Anyone know anything about this?

Maybe related. Maybe not. I was walking into Goleta valley ER and AMR ambulance was parked at the emergence entrance, near the time of the OP. 2 cop cars behind the ambulance. Unseen woman, based on sound of voice, in back of ambulance having a loud, barely intelligible meltdown. I didn’t stick around to see them unload her.
