Source: City of Santa Barbara

The City is increasing public safety patrols on State Street to deter nuisance issues, enforce the City's smoking ban, and improve the overall downtown experience. Paid for by a state grant, additional police staffing and more uniformed ambassadors are on duty from morning to late evening to create a safe experience for residents to shop and dine.

The more visible public safety presence will help curb nuisance issues before they arise.

State street is ghetto. And we all know it. The citizens of this community have a right to have a decent downtown area to go to without constant fear of harassment and assault. A homeless person smashed a girls head In for reason with a skateboard a few months ago. It’s unbelievable that people think what’s going on down there is OK, and their excuses are “they’re human”. That’s irrational (and quite frankly sounds just like a guilt rideen person) and the majority of population should not suffer for a few. Clean it up and move them out! It’s an embarrassment to the community. It’s a hardship on the business. And a danger. The constant poo everywhere is not healthy.

Yes, addressing problems on State St. needs to continue, especially lower State. But I live downtown and am seeing improvements. Obviously, namasteyogi, you have no direct experience with a true ghetto. State St. is not one.

Yup, Flicka, posts are deleted for partisan reasons, not for the fairness or validity of the comment. Most folks seem to equate winning with suppression of the other voice. So Edhat allows such censorship in the name of "manners" (I guess).

Edhat could limit down votes to three per day for the whole site. You can undownvote to get one back if you find something worse to downvote but no more than three per day. I feel bad that these people are so sensitive they feel the need to sit on their computer all day to try to get rid of someone’s opinion. If you can’t handle thoughts of others then stay off the Internet, clearly it’s ruining your life.

For my part, I can't wait to see these extra patrol officers bust the perps riding skateboards and bicycles on the sidewalks. Too bad the parameters for patrol can't be expanded a bit to include areas near State, too. I am sick and tired of sidewalk riders endangering me and my 80-year-old grandma. ////The amount of people ignoring the no smoking ban reaches further than State St. In the space of two days I had to "remind" three smokers that there is a no smoking ban in parks. A couple of smokers were nice about it. One guy was a d--k, but that's par for the course with ciggie fiends.

Santa Barbara sold it's beautiful water front and downtown to the tourists and "hospitality industry" (nice euphemism). Along with the tourists came transiency, as local working folks living and shopping in the tourism besotted areas got tired of the lack of feeling safe, real stores and clean streets and moved and started shopping elsewhere. Disneyland has a downside.

Why do you think "Santa Barbara" sold out to tourism - who exactly is "Santa Barbara? Do you mean our elected officials who call these shot and we kept voting for them? That is the real question - why did we do this to ourselves. Who have we elected to our city councils and office of mayor these past 20 years?

I don't know if these new patrols help, but I hope so. They might need more training, or just experience. As far as the toileting issue, that public toilet the city built between the Fiesta Five theater and what is now Marshall's is an excellent facility. It is just large enough to serve its purpose, but too small to accommodate people bathing at the sink, and it always feels safe. Maybe we need another of these bathrooms lower on State. Also, don't get rid of the benches on State Street! I visit downtown often and sometimes need to rest for a minute. Don't give up on downtown, it still has a lot of great restaurants and businesses, and the library and museum.

The City of Goleta is reaping the benefits of the terrible situation occurring all over Santa Barbara, not just downtown. The people who have been in charge of Santa Barbara over the past 25 years or so, have gotten exactly what they want, and that is to follow the San Francisco model. A story from a week or so ago concurs: "Over 16,000 complaints have been logged with the City of San Francisco regarding ‘feces’ in the last five years, with nearly 200 coming in the past week alone. A website and related app that allows residents to request maintenance or non-emergency services from the city has received more than 16,000 complaints with the keyword ‘feces’ since August, 2013, and many pertain to human waste in public places. Additionally, words and phrases synonymous with ‘feces’ are found in thousands more grievances.".......voters of Santa Barbara....open your eyes....you are being fleeced!

I think the Goleta part is, that many people would rather shop and walk in the Goleta area than downtown Santa Barbara because of the homeless, and general conditions in downtown Santa Barbara.

One city lawfully uses time, place and manner restrictions to control pan-handling "free speech": "The City Commission adopted a new ordinance on Monday that prohibits soliciting, including panhandling or begging, within 100 feet of a daycare or school and within 20 feet of ATMs, city-owned parking pay stations, commercially zoned entrances and exists and a variety of other places. The ordinance prohibits aggressive panhandling, such as repeatedly asking for money after being refused, and a number of other things such as panhandling after dark."

Every single State St outing we are harassed, recently a man was walking around with his pants to his knees letting it all hang out! The smell of urine and feces is not only disgusting but a public safety issue. Folks living in campers parked at prime real estate locations is a joke, the businesses are trying to make a living and create jobs but are stuck with high rent and picking up humane waste! i have been aggressively approached many times, the people living on the streets have become more dangerous killing a man inside a restaurant in Ventura, not to mention the drugs and petty crime that is an hourly issue- yet we continue to have this "debate"? The idea we need more public bathrooms is ludicrous they will not be used enough or at all by most homeless just like our shelters are generally not to capacity. The reason we have few public bathrooms is liability for rape, drugs and other crime- State Street is a loss of control, laws and revenue.

The only debate remains with ACLU. That is where the city council's political will goes out the window. Bring back vagrancy laws and put them to the test. Volunteer "observer forces are a little to late to do any good now. My high count was 14 bums in just the 1100 and 1200 block one day.

Stop giving bums money and it will force them into shelters mental treatment centers and work programs. It’s too easy for them, I had a homeless friend that made anywhere from 200-400 bucks a day to support a bad heroin addiction.

Voters passed Prop 65 which has been raising billions of tax dollars for the Mental Health Services Act for over 10 years. Why do people automatically say there is no money to get these people off the streets. We voted for that situation specifically when we passed that Proposition. Senator Jackson and Assemblywoman Limon need to be accountable for all that money and we have heard nothing, other than "there is no money". Where does that Prop 63 money that get collected annually go? .

Sadly, there is little help for those with mental problems... Unless they have a LOT of money. Even if they have insurance, which usually limits the number of psychatric visits per year, they also tend to have a large copayment for each visit.

Many homeless are going to stay in an area with more people to ask for money from. And with tourists staying mostly in Santa Barbara, and/or walking around there, it makes sense that Goleta wouldn't have the same problem.

Let's start calling residents RESIDENTS--not "bums". One person's annoyance is another's call to act humanely. Why focus on locking trash receptacles when food or cash for cigarettes might be the reason someone has to stoop to that degree of searching? If you don't appreciate the smell of urine in front of your business, why not consider that dire lack of facilities--for all of us? If you belong to a church, why not activate it? Houseless and without the charming basics you are used to, these people are a commentary on our community--not nuisances to be swept into the prison system and forgotten.

Our main recyclables customer China , has stopped recycling and we pay them to bury all your neatly separated trash in their Landfills .

The one good thing they do is get the cans and bottles out of trash, that are then recycled, instead of going to the landfill. They're not always looking for food there, just a way to get so,e money.

There are many services provided by the us taxpayers - 12 homeless shelters in SB! At some point, if its too expensive to live in this town, you move to where housing is affordable and jobs plentiful. There is no inherent right that one has to live in SB- sorry . BTW, How many people have you opened your house up to?

Walking goodwill ambassadors that cannot do anything about the horrible conditions on state street. When I came to SB in 1972 it was an adventure and sometimes dangerous to venture below the 800 block of state. Seems like we have gone full cycle sad. There will be no solution to the problems on state until SBPD and the courts begin interpreting and enforcing all codes on the books. Citing these folks or putting them in jail doesn’t work, building for more shelter beds, meals—— a joke! Been there and done that SBPD and all of us need to make those who ruin our quality of life- the freedom to walk down the street without intimidation is our right, as uncomfortable as possible. So do the “rights” of the vagrants trump our rights? Walk up SB we’ve turned into doormat for the homeless

Great news. IF they actually enforce. Watched two of the red shirts strolling right past a guy sleeping on State, I called to voice concerns with supervisor to report and as to why they did nothing. Said they would go back and move him along. Very helpful and concerned. These same clowns came into my shop telling me to clean soiled diapers in alley behind. A waste of money. City won’t even use bum resistant trash and recycling cans. Sad to watch folks eating outside while bums picking through cans. Tough watching parents pulling kids in close when some of these scary individuals are rambling about. I do like idea of eliminating single sales of beer, etc at convenience stores. Also good to have social services help those actually in need. Most nuisance behavior are regulars. Needed: better lighting, removal of benches and/or actual enforcement. Bum resistant receptacles. Pick up all of the stolen shopping carts. Received a card from city of SB to report shopping carts. Why not just pick them up? Patrols needed more than 10 AM -6PM. Many shopkeepers are having to clean human waste from nightly activities.

those kids are few and far between....i'm downtown every day and at the beach most days....the crusty santa cruz traveling kids aren't welcomed here by most locals and they have moved on to ventura as their new hub. i agree, THOSE are a problem, but the rest, the majority are not there by choice.

Gosh it must be upsetting to eat your good food and have to know that there are poor folks that are actually in or near you view digging for scraps. I can really understand how the city has failed you. Probably you should schedule your dining in places like Africa where the poor simply dig through public dumps out of sight of the elite.

ZEROHAWK - Not all the bums are so down on their luck. Don't forget the homeless by choice (ie, "urban travelers"). They choose this lifestyle and expect others to fund it. For them, I have ZERO sympathy. The others, yes, they deserve our help and understanding. But, it's important to make a distinction.

those bums are American's and are either mentally ill, down on their luck/lost job, home, life, or alcoholics/drug addicts. It's more sad to see them eating from a trash can than it is to which people dinning having to watch them. How do you think those people feel that have to dig out food to sustain themselves? pretty crappy and defeated I would think. these downtown wanna be cops do nothing to help. i live in the heart of this downtown area and am here as much as you are at your store. adding faux, non sworn officers is just wasting money. these guys have a presence and that's it. I saw an 18 yo kid wearing the uniform and just playing on his cell phone. yup...
