Do we know why there’s still so much water on the road on Carrillo going up to the Mesa? Is that continued runoff from the storm or did something else happen?--

Yes, runoff. Carrillo hill is very sandy soil, doesn't retain much water so it drains out when it hits other geologic features (clay soil) as it infiltrates and daylights into the streets.

There is water flowing out of the ground everywhere in SB. Everything is saturated

That said, it is possible there are water main leaks here and there that sort of blend in

The part of Carrillo that is just downhill from Miramonte, on the left as you go up the hill, was excavated c. 1960s to allow Carrillo to connect to Meigs Road. (The soil was used to create the 101 overpass at Carrillo.) Maybe removing part of the hillside with its topsoil makes it less likely to absorb water. (On old maps, you can see that Carrillo ended at Chino Street. It was later extended further up the hill, but only as far as the cliff on the righthand side with the eucalyptus trees.)

We did highway cleanup yesterday for our AAH program. The ground is very saturated. In spots, it was like a bog.
