After adapting to an evolved work environment due to the pandemic while maintaining public service, City offices have been and continue to be open for business. Staff is ready to support and serve. There are many ways to conduct business at City Hall that allow for a smooth and efficient transaction.

The Business Office/Cashier where community members can conduct transactions, like pay a utility bill, is open from 9 a.m. to 2 p.m. City Hall hours are 9 to 3 p.m. (longer when there are public meetings). These hours allow staff to assist the community with their service needs while also providing staff time to process those transactions during the hours that offices are closed to the public.

Because City Hall is closed every other Friday, most staff work a 9/80 shift, or 9 hours a day instead of the standard 8-hour-day. However, even when City Hall is closed, the community can still take care of many of its business and service needs. A number of transactions can be conducted by mail, phone, or online. You can pay a bill online, apply for a land development permit, and pay building and planning fees. You can also apply for a residential parking permitapply for a job, and more. 

Our newly developed City website has enhanced accessibility and this has become an efficient way to conduct business for both staff and community members, while still retaining the in-person availability for those who prefer.

I'd recommend getting a Goleta Library card; more books (it is with the Black and Gold system that SB abandoned!), more hours (6 days/week) always friendly and helpful staff. The SB Library is in a beautiful building, but that's the only thing to recommend about it, even when it is open on normal hours. https://www.cityofgoleta.org/city-hall/goleta-valley-library

General rule is that if a deadline falls on a holiday or a non-business day it is extended to the next business day. But, I do agree that the increasingly erratic hours offered by city staff is exacerbating. Now one cannot get a book out of the library except from 4-7 p.m. or on a weekend. Today there was a line of more than 10 customers at the library just to check out reserved books.
