[On Monday], Rebecca Bjork, Interim City Administrator, is appointing René Eyerly as the Interim Assistant City Administrator effective September 25, 2021.  Ms. Eyerly has been with the City of Santa Barbara for over four years, most recently as the Acting Co-Director for the Sustainability and Resilience Department, overseeing Santa Barbara Clean Energy, climate action, the Solid Waste Utility, and Clean SB neighborhood improvement programs.

While at the City of Santa Barbara, Ms. Eyerly created the City’s Homeless Encampment Response Team, and spearheaded the pilot program for safe shelter for individuals living in fire-prone encampments. Ms. Eyerly previously worked for the City of San José as their Sustainability and Compliance Manager. Ms. Eyerly was instrumental in leading San José’s groundbreaking sustainable Green Vision and $1 billion wastewater master plan implementation. Ms. Eyerly has a Bachelor of Science degree in Biology from the University of South Carolina and a Master of Science degree in Public Policy and Environmental Management from Yale University.

René Eyerly said, “Santa Barbara is a special place, and collaborating with our passionate community is one of the highlights of my career. I’m grateful for the opportunity to work with Ms. Bjork, our colleagues, and our community on the exciting and challenging issues facing our City.”

Interim City Administrator Rebecca Bjork said, “I am very pleased to have René as my Interim Assistant City Administrator while I am in the role of Interim City Administrator.  René has shown great versatility of ability and has great perspective on the issues of the City.”

I missed the chapter were the government became me. But then I am old school civics, when we the people were the voice of our government. There is a deep state cabal that now does control the levers of government power from within - the public sector employee unions who play an overly-large role in the elections process. But ultimately it is still "the people" who continue to vote these public sector union interests into the decision making roles. Which is why buried in the pre-recall news was the state auditor's report that every single government department under Newsom was incompetently run; the worst being the Newsom program distributing $3 billion dollars in "covid relief" funds. The people just spoke: can anyone please tell me what they were saying besides more free stuff, as long as it is other people's money paying for it. Raid the treasury and hire the relatives is the new ethos in this state. Can't end well.

An 'Acting' manager promoted to 'Interim Assistant' reporting to 'Interim' city manager. Byzantium is on-point, too many managers reporting to managers, interim or otherwise. But that's what government does if you let them, at $200K+ a year in many cases.

Without knowing more than stated here this appointment seems quite appropriate and, as a person who definitely advocates for promoting from within, an efficient and cost effective procedure. Having someone who has several years in town rather than bringing on a bureaucrat from New Mexico or Zanesville definitely is a positive thing. Now let's see how she does in the job.

Just remember that bureaucracies are self-propagating entities for entrenched bureaucrats to further their careers. There is no way that they will eliminate an existing position just because they have invented a new one. Our elected representatives play the game because the government unions support them in their elections. We voters/taxpayers only are involved to pay the bills.

They are only playing to win the game that they have been taught. Increasing budget and staff means you win the prize of a higher salary. How do you change the game? You would have to get someone in a position of authority that can see the big picture and reward the managers that work more efficiently. Give them raises for reducing staff without reducing public services and watch the city government shrink.
