Traffic collision involving 2 vehicles at WB 154 just east of Cachuma Lake entrance.

Simple solution is to add a stop sign on 154 there. Cheap. People are pulling out of the campground with trailers and motorhomes and speeders can't cope in time. Additionally, add 4 more stop signs along 154 and magically all the southbound people who are told by WAZE that 154 is 10 minutes cheaper than the 101 route will stop exiting onto 154 at Los Olivos and continue on down the coast like they used to. Problem solved, lives saved.

Oh my God! A stop sign? What a freaking mess that would be, especially during the holidays. Not a good idea...

Chip - the entrance to Lake Cachuma is likely the reason for slowing traffic. How many deaths will it take to offset the legalized mania for more speed than the road and visibility allow?

I'm guessing speed was involved. Posted 45. People fly through there at 60 and more.

I'm sure you're right. I don't remember a time when it was not posted 45. Also plenty of curves and blind corners are posted at lower than 55. Is a mountain pass considered a divided highway as though it were actually engineered for 55+ all the way?

The standard speed limit for an undivided highway is 55 mph. Any speed limit lower than 55 must be supported by a traffic study. If a traffic study shows the average car drives through that part of the highway at 55+, then the 45mph speed limit is illegal. That may well be the case with that 45 zone, would have to pull the traffic studies to check. The bottom line is more people are using the highway and they want to go faster. The solution is to improve the highway to meet demand.
