Governor Newsom has enacted a new statewide stay-at-home order when regional areas experience low levels of hospital capacity. 

Residents will be required to stay home for three weeks when the hospital's intensive care units (ICUs) reach below 15% capacity. 

Currently, no area of California meets this requirement but Newsom stated the state's health team projects many areas could reach the threshold by the end of the week with the majority shutting down this month.

"If we don't act now, our hospital system will be overwhelmed," said Newsom during a virtual press conference on Thursday.

The California Department of Public Health (CDPH) is dividing the state into five regions. San Luis Obispo, Santa Barbara, and Ventura counties all fall within the "Southern California" region. State health officials are expecting this region to hit the ICU threshold this week prompting a lockdown.

The lockdown would occur for three weeks, similar to lockdown orders in March. Bars, wineries, salons, and personal services would close. Restaurants would be required to close their on-site dining and could only serve takeout or delivery. 

Schools, however, would be allowed to stay open if they previously received a waiver. Retail would be reduced to 20% capacity and critical infrastructure would be allowed to remain open.

The other regions include the Bay Area, Greater Sacramento, San Joaquin Valley, and Northern California.

"The five regions that we have highlighted, most of these, four out of the five, we anticipate as early as the next day or two... will have reached that 15% or less ICU capacity," said Newsom.

People are so focused on one man, Newsom, and blaming HIM for the state of things. He is just a messenger, he is not the reason for covid and that the hospitals are getting packed with VERY sick people (ICU means VERY sick for those of you that don't seem to understand that).

The problem is those of you that think it is more important to get together with family and friends in person, and not wear masks, and hug and kiss each other, and then a few weeks later when people get sick, and some die, you blame OTHERS, like Newsom. It is so frustrating to watch. This virus is 100% people caused and transmitted. It's awful and it is really a sad thing that our Governor is putting these orders into place but what else can they do? Sure it won't keep the selfish jerks from partying or gathering, or wearing masks and thinking that they are invincible, look at the POtuS ... but it is because of the ones that think that their freedom is to rebel, they are the reason that this is our reality.

Yeah and it's mind-blowing how our great leader (NOT) made covid a political thing instead of a human thing and so his avid followers have the same mentality about how it is not real, or they are invincible or any Democrat Governor (CA is not the only state that is mad at their government for shut downs, Newsom is NOT the only one doing this) that they think is trying to restrict their rights. It is juvenile and unintelligent o say the least. The role model has shown a complete lack of common sense and his sheep have inherited it. It's mindless...

SBSAND - I couldn't have said it better myself. Absolutely 100% correct. It sickens me to see people outright refuse to wear masks or even keep distance and then in the same breath blame the liberals for this. I have friends whose families are being pulled apart by those who refuse to respect others and make the minuscule "sacrifice" to wear a mask and keep distanced from others, including their loved ones. We're witnessing the true selfishness of humanity and the prioritization of politics over public health. It is truly awful what has happened to the hearts and minds of such a large portion of our fellow humans.

Toilet paper manufacturers keep making the same amount of TP year round. And it’s not a highly-staffed facility like meat processing, so they are unlikely to be affected if workers get sick. Covid does not generally cause one to need more TP than usual. No one should hoard it. Just buy enough so you only have to shop every couple weeks. Geez.

Thanks. That explains why we were back to "I package of TP" per household. I was shopping for two households with disabled persons who can't shop for themselves, and had to get a manager to "approve" two six packs of TP. Maybe you could explain the need to hoard TP now, or even last March. I don't get it. But if you've got yours ......

Methinks thou protests too much. If things don't change, and they haven't in 9 months, the "Doomsday predictions" will come true, and those 43 beds will be occupied. The "wishful thinking" strategy cost Trump the election, as well as 270,000 lives, headed towards 400,000+ by Inaugural Day. I have never understood why opening bars was ever a good idea. Biden asked us to wear masks for 100 straight days, to coincide with his first 100 days. I've been wearing one for 240 days so far, another 100-200 or more doesn't bother me. Just think of the person you love most on a vent, that's what motivates me, and since you know what that's like, you should, too.

And Basic Info, if you've worked in an ICU you might realize that being days away from being at 85 % capacity average across the southern California region isn't small potatoes. I believe you were one of those that were pushing hydroxychloroquin.

General says - "about 43 left". That's a lot dude. You ever been to an ICU? I have because I've worked in one and also been admitted to one, and they're always small. ICUs don't run hendreds of beds buddy. Cottage hasn't come close to maxing out on beds, and they have a plan in case they might. Take a big breath and calm down.

I see a lot of comments here from people who have no clue about hospitals and what's happening. Doomsday predictions right and left. We ARE wearing masks. Yes there are some folks blowing it, as they have been from the start, but this "911 catastrophe" attitude that people are dropping here is just over the top.

The biggest catastrophe is our economy and our kids' education. He governor and the teachers are absolutely floundering.

ICU beds in SB County are at capacity - about 43 left. The # of cases are on the increate here. With cases rising here, and patients being sent here from hospitals at capacity could put the county at or over capacity very quickly. It's called math.

Sb Barbarian: "If the Governor wants to cheat and put his family at risk, that is up to him" why is it okay for him to decide what risks are acceptable to him and his family but not the public? When he has access to all the best information and advisors, he still determined it wasn't a significant risk to his family to dine INDOORS, in close contact with several other households, without masks. But now he's going to shutdown OUTDOOR dining because outdoor dinning is too big a risk/vector?

What Newsome does personally, though hypocritical, does not change the science. His behavior was bad, but just using one transgression, albeit not helpful, to excuse not complying is like comparing apples to oranges. If the Governor wants to cheat and put his family at risk, that is up to him. I do not, so I do the minimum - I only go out to shop and for meds, I wear a mask, I socially distance, I wash my hands, and beat back "but I haven't seen you in forever" from my 96 year old mom whom I haven't seen in 9 months, for her protection. Wear a mask in public and do the other easy stuff and hang on for a few more months until a vaccine can be introduced. It won't be an instantaneous magic bullet, but in time, the virus will be "starved to death". With the cooperation of everyone, next Thanksgiving could be a normal holiday again, and not a super spreader event. Xmas this year, combined with New Year, are going to cap off a nightmarish year with a bang, and there will be a huge surge happening during the Inauguration. Hopefully, it will be the last huge surge, among many, starting with Memorial Day this year.
