Police Officer Rescues Parolee Following Arrest

Source: Santa Barbara Police Department
On December 1, 2020 at 9:30 A.M. Santa Barbara Police Officers responded to a reported domestic battery in the 200 Block of South Milpas Street.
The alleged aggressor, Ramon Dario Ramirez, a 27-year-old Santa Barbara resident on active parole, physically assaulted an acquaintance then fled in a vehicle.
Officers located Ramirez’s unoccupied car in the 4000 Block of State Street. Further investigation led Officers to a temporary encampment along the US-101. Ramirez was discovered in the company of numerous other uncooperative transients. While being taken into custody, a USP HK-40 gun was seen protruding from an interior jacket pocket.
While the gun was being removed Ramirez attempted to fight the Officers’ grasp and flee. Ramirez and several Officers went to the ground in an attempt to bring him into custody. Ramirez at 6 feet and 200 Lbs., was taken into custody following two cycles of a taser deployment. The gun was later determined to be a replica.
Moments after his active resistance, Ramirez began showing signs of a possible opioid overdose. An Officer immediately administered two dosages of emergency Narcan. Arriving paramedics stabilized Ramirez’s condition.
Several Officers were injured while taking a combative Ramirez into custody. Ramirez was medically evaluated and promptly cleared by Cottage Hospital prior to being booked at the Santa Barbara County Jail for 69 PC - Resisting Arrest, 273.5 PC – Domestic Battery, 243(c)(2) PC – Battery on a Peace Officer with Injury and 3056 PC – Parole Violation; for a total of four felonies.

Dec 03, 2020 09:02 AMAccording to the post, the perp put up a violent defense while being confronted. After a period of time, which from the description appeared to be at least several minutes, he became unresponsive and was administered Narcan.
When a person shoots up, the active ingredient goes directly into the circulatory system and the sedating effect is immediate, within a minute or two. If overdose is occurring that person would be completely unable to have a fight. Actually would have a problem even standing up.
The story doesn’t hang together very well. Perhaps the second tasing rendered the person unconscious and the narcan as a reason he regained consciousness was a correlation as opposed to a causation.

Dec 02, 2020 06:33 PMI [heart] SBPD.
I get so angry when I hear people besmirch our police force.
Who gets called when there’s trouble?
They do!
Maybe not all of them are perfect but neither are a lot of us. The cops locked me up a few times and I was always treated with respect.
Thank you SBPD!

Dec 02, 2020 04:13 PMIn truth, what Obama meant to say is that he's learned that more crimes occur when there's talk of "defunding" police and this is causing the loss of many liberal votes.

Dec 02, 2020 01:52 PMWell, what so you 'defund' demonstrator crowd? You want to sign up for the academy? I didn't think so. The job ain't easy. You outta talk to a real cop sometime, maybe go for a ride-along, so you can see for yourselves what they do. I understand your emphasis is for some kind of change, and that may be necessary, but you should stop coming across like you all hate the police. It undermines your cause.

Dec 03, 2020 08:44 AMA1606, Dec 2 - For one, I doubt you know what you are talking about when you write "the majority of cops agree with the basic tenets of "defund the police." Why not get consent to attend a PD pre-shift briefing only to ask how many agree with defunding; and then leave. I'm confident with proper clearance you will be permitted to ask your question. You might also ask the PD Chief. Return here and let us know what percentage agree police should be defunded. Officers (and) the public's safety is reduced when there are fewer officers available. Fewer officers will mean a longer wait time for low priority calls. I consider all issues you identify as low priority with fewer officers. How do "cops reduce violent crime?" How often do you believe officers are at the scene of a violent crime before or at the time it occurs?

Dec 02, 2020 08:03 PM3:19, you know of a survey or something that no one else knows about, or did you just make that up? Bogus. But one thing's for sure, which is what I already stated, is that rioting groups of clowns gathering and goofing around, pointing their cell phones in police officers' faces, trying to antagonize law enforcement, and basically giving the finger to police in their face - is not going to get a lot of support from anyone except those that want lawlessness. Oh yeah, throw some rocks and cocktails around too.
Maybe try a new angle. A thoughtful and mature approach would be a start. You figure it out, and tell your friends, because you currently look like idiots.

Dec 02, 2020 03:19 PM@Basic, the majority of cops agree with the basic tenets of "defund the police" because they will no longer respond to cleanup homeless camps, discipline a 12 year old who didn't show up for school, escort a mentally ill person to a treatment center, and give an elderly disabled person housing options. The cops will actually be able to focus on reducing violent crime. The only people against this are high level chiefs and unions because they want to keep their same 400k+ salaries.

Dec 02, 2020 01:20 PMThey get good pay? For many it is not good enough pay to afford to live in SB where they come to work every day! They are overworked and underpaid like many other essential professions and I highly doubt that people are becoming police officers for the pay...

Dec 03, 2020 07:38 AMIndeed.com says "The average salary for a Police Officer is $96111 per year in Santa Barbara, CA." This probably includes overtime but still seems sufficient. To say that they can't afford to live in SB is just saying that SB has outrageous house prices.

Dec 02, 2020 07:33 PM...yes, they ABSOLUTELY get good pay and even better benefits. To suggest they are underpaid is foolish, in my opinion.

Dec 02, 2020 03:56 PMSBSAND - Why take the job knowing it doesn't pay enough. If a person is unable to find a job they want, why do you doubt a few wouldn't accept a police position for the pay? I believe almost all sign on for positive reasons but we'll never know how many are in for the pay.

Dec 02, 2020 10:44 AMUntil we figure out why our society is producing people like this, police will have to be the people of last resort dealing with them in their crises. I wonder if that is why they signed up? I know they get good pay and pensions, but they deserve whatever they can get after 30 yrs of this.

Dec 02, 2020 11:15 AMPIT - Regarding part of your comment, I wonder how many of the "bad" cops we read about, the screw-ups, applied for a law enforcement position simply due to the "good pay and pensions."

Dec 02, 2020 10:26 AMGood work and observation finding the car on the north side. It would be interesting to learn why the suspect does not appear to have been charged with "being under the influence."

Dec 02, 2020 09:34 AMThe selfless heroism of these officers in saving this dirt-bag should get the same national media attention as that given to the few bad apples that take all the sensational headlines.
Kudos to you officers! Bravo!
