State Issues Limited Stay at Home Order to Slow Spread of COVID-19 title=

In light of an unprecedented, rapid rise in COVID-19 cases across California, Governor Gavin Newsom and the California Department of Public Health (CDPH) today announced a limited Stay at Home Order requiring generally that non-essential work, movement and gatherings stop between 10 PM and 5 AM in counties in the purple tier. The order will take effect at 10 PM Saturday, November 21 and remain in effect until 5 AM December 21. This is the same as the March Stay at Home Order, but applied only between 10 PM and 5 AM and only in purple tier counties that are seeing the highest rates of positive cases and hospitalizations.

“The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm,” said Governor Newsom. “It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again.”

This limited Stay at Home Order is designed to reduce opportunities for disease transmission. Activities conducted during 10 PM to 5 AM are often non-essential and more likely related to social activities and gatherings that have a higher likelihood of leading to reduced inhibition and reduced likelihood for adherence to safety measures like wearing a face covering and maintaining physical distance.

“We know from our stay at home order this spring, which flattened the curve in California, that reducing the movement and mixing of individuals dramatically decreases COVID-19 spread, hospitalizations, and deaths,” said California Health and Human Services Secretary Dr. Mark Ghaly. “We may need to take more stringent actions if we are unable to flatten the curve quickly. Taking these hard, temporary actions now could help prevent future shutdowns.”

“We are asking Californians to change their personal behaviors to stop the surge. We must be strong together and make tough decisions to stay socially connected but physically distanced during this critical time. Letting our guard down could put thousands of lives in danger and cripple our health care system,” said Dr. Erica Pan, the state’s acting Public Health Officer. “It is especially important that we band together to protect those most vulnerable around us as well as essential workers who are continuing their critical work amidst this next wave of widespread community transmission across the state. Together we prevented a public health crisis in the spring and together we can do it again.”

COVID-19 case rates increased by approximately 50 percent in California during the first week of November. As a result, Governor Newsom and California’s public health officials have announced a list of measures to protect Californians and the state’s health care system, which could experience an unprecedented surge if cases continue their steep climb.

On Monday, the state pulled an emergency brake in the Blueprint for a Safer Economy putting more than 94 percent of California’s population in the most restrictive tier. The state will reassess data continuously and move more counties back into a more restrictive tier, if necessary. California is also strengthening its face covering guidance to require individuals to wear a mask whenever outside their home, with limited exceptions.

Late last week, the state issued a travel advisory, along with Oregon and Washington, urging people entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local.

Wow, the extremists are out in force on this topic. Meanwhile, back at the White House, Trump is trying to overturn the popular vote AND the electoral college results. I guess fighting against curfews is more important than saving our republic. At least we know where the lines are drawn.

Those restrictions were not due to a serious and deadly public health emergency - they were due to tyranny. Your right to deny the facts threatens my life. Big Brother was equivalent to what the current defeated president aspires to be. Ironically, Winston Smith's job was fake news.

I don't understand something. This virus scares me. I would never have had dinner at French Laundry like Newsom did. So does that mean, he's not scared? Or am I too scared? Or, does he know something we don't [along with those lobbyist and doctors that were with him]? It makes no sense to me, now he issues a curfew for times when most people aren't milling about anyway. Doesn't add up.

SB BARBARIAN it has nothing to do with whataboutism or setting an example. I would never have participated in a dinner like that b/c of my concerns. That means to me, he isn't concerned for his own health or his family's or he wouldn't have done that. How can he be so unconcerned, and then say the exact opposite when he speaks? Does that make any sense? No.

If one person, whether or not he/she is famous, responsible, or xxx, does not set the correct example, that should not negate the scientific fact that not wearing masks, people congregating inside, not social distancing, and washing hands helps spread the virus. It's common sense based on the best science available. To play, "What Aboutism" is not productive.

Andrea: So does that mean, he's not scared? -- Correct Or am I too scared? -- If you are over 70 (or even 60+) and/or have underlying conditions, no you probably aren't too scared. Or, does he know something we don't [along with those lobbyist and doctors that were with him]? -- Not really, they have the same facts but they also don't pay attention to the main stream fear mongering media (who make more money the more scared people are). They know that with some basic preventive measures (handwashing, not touching faces, not sneezing/coughing spitting on people) you can significantly reduce the chance of catching the virus (did you see any masks? no, as it's not nearly as critical tool as they're emphasizing to the public otherwise they would have worn it to protect each other right? It's a symbol, the science behind masks is psychology not epidemiology). For those at the table, IF they catch corona, 99.5-99.97% of the time they will be just fine. You're are right, a lot about our response to covid doesn't add up. What also doesn't add up is that part of our American culture is to question authority and hold them accountable, why is that not happening?

How can so many continue to support our State and County leaders when after 9 months they continue to buck science and the recommendations of the CDC for the most precious members of our community?

And it’s really important that — FOLLOWING THE DATA, making sure we DON'T MAKE EMOTIONAL DECISIONS ABOUT WHAT TO CLOSE and what not to close. And I’m here to say clearly: The data strongly supports that K-through-12 schools, as well as institutes of higher learning, really are not where we’re having our challenges. And it would be counterproductive, from my point of view — from a public health point of view — just in containing the epidemic, if there was an emotional response to say, “Let’s close the schools.”

Plenty of outbreaks are being traced to colleges. Other schools, not so much. The fact of the matter is - schools are safe as long as other measures are being taken outside of schools (indoor restaurants, bars, large weddings, church services - not safe).

We aren't willing to shut the rest of the economy for schools...so here we are.

Curfews are in the catagory of 'Do something, Anything!' Fact is, according to new studies, there may be over 100 million US people who have already been infected, which, if true, says you will never catch up and 'solve' the problem with testing, tracing and quarantines. Rather, masking, distancing and eventually vaccine/s may help, but like the flu and common cold, it isn't going away. but will run a seasonal course.

We can argue on and on about what's happening and how best to approach it, etc. But hey, can we all just agree on one thing? ... Newsome is a FOOL for going out and having dinner with a bunch of lobbyists given his position, the orders he's so'itarily given us county by county, and our current state of affairs? Can anyone argue that? Let's get him out, one way or another/one year or another. If not possible now (recall) then he needs this to be the end of his political career...do not pass go Gavin. You're screwing up royally. No way we want you as a state senator, or worse...because we know he's got bigger aspirations.

Also, If we continue to allow people to make us follow guidelines (not laws) that make THEM feel good it will never end. Look what happened with being PC, it never ends, people are never satisfied and still get offended and will “cancel” you even though you bent over backwards and walked on eggshells trying to please them or make them feel accepted.

There are dozens of variables that influence how fast covid-19 spreads, e.g. population density, ambient temperature / humidity, mean population age, viral dynamics, accumulated viral load, individual immune response, levels of vitamin D and zinc, prevalence of MMR vaccine, etc. It would be good if Mr. Newsom could refer to a single peer reviewed paper that supports his idea of a curfew as a way to mitigate spread of this virus.

Wow, a lot of whining about wearing a mask and staying away from large gatherings for awhile. I'm glad this sampling of whiners was not around during the time of the Greatest generation who, when called upon to do their duty for society, answered the bell to fight in WW II, because we would have gotten our butts kicked.

Sac-get a grip, if the police agreed with Newsom’s rules you would have people being tackled to the ground for walking down the street with no mask, homes being raided for breaking gathering rules or curfew and much more, it would be very bad. Thank god the cops disagree.

VOR - it's masks, distancing, avoiding large gatherings, washing your hands, re-thinking your holiday plans, etc. What else? What is so tyranical? The curfew? Pshhhh that's nothing. Most cops won't enforce that. If they do, well, then oh well. It's an order related to the public health. It's really not a lot to ask of all of us. If it will help to get my kids back in the classroom and on the ball field again, then I'm happy to suffer some minor inconveniences. If cops start breaking up family holiday dinners and rounding up people on the streets after 10pm, then I might see your point. At this point, the only thing really REQUIRED is distancing and mask wearing. The others, while "orders" are toothless and I'm not too concerned about.
