People’s Self-Help Housing Receives Nearly $24 Million In Funds from Super NOFA for New Affordable Housing

Fillmore Terrace and College Community Courts to receive much-needed funding

As part of the State of California’s Department of Housing & Community Development (HCD) second round of Super Notice of Funds Available (Super NOFA) funding, People’s Self-Help Housing (PSHH) has received an investment of nearly $24M to support the development of 107 new units of new affordable housing between two sites within Ventura County: College Community Courts in the City of Ventura, and Fillmore Terrace coming to the City of Fillmore.

College Community Courts received more than $12M from HCD and will provide 57 new, affordable one-, two-, and three-bedroom units for low-income families, farmworker households, those living with disabilities, and those transitioning out of homelessness. The project site is located on Telegraph Road, on property owned by the College Ministry Center (CMC) United Methodist Church near Ventura College, within walking distance to public transportation, recreation, and in proximity to shopping and services.

PSHH will lease the land from CMC and act as the project developer as well as future property manager and resident services provider. Parts of the site will remain unchanged, including the Pruitt Hall building and the existing education program. New features will include a childcare facility, community room, ample parking spaces and teen outdoor area.

PSHH’s first rental housing in the City of Fillmore, Fillmore Terrace will bring 50 new units to low-income individuals and families, including farmworkers, those living with disabilities, and those transitioning out of homelessness. PSHH received over $11M in financing from HCD to support the development of this site. Future residents of Fillmore Terrace will have access to both a community and learning center, as well as free onsite supportive housing services. The property is centrally located to downtown Fillmore, at easy walking distance from grocery stores, pharmacies, public transpiration, senior center and local parks.

To continue expanding the state’s affordable housing stock and increase capacity for additional climate-smart infill housing, the Super NOFA awards are the first funding provided under a new streamlined application process, aimed at accelerating the development of new projects while saving time and money at the local level. In these recent awards, approximately 51 communities across California were awarded nearly $523.8 million to build 4,018 homes.

“A crisis of homelessness decades in the making can only be addressed if we create efficiencies to build more affordable housing faster,” said HCD Director Gustavo Velasquez. “The Multifamily Finance Super NOFA is a prime example of government working to be nimble and breaking down silos separating funding programs, so developers do not have to jump through so many hoops to house Californians in need of stability.”
