Diaper Doody

Despite having several trash cans located throughout the facility as well
as bathrooms with baby changing stations, people are carelessly
dumping diapers in the downtown parking facility of Santa Barbara.
Between 1-3 Diapers are found in the lot every evening. I talked to a Maintenance worker that found
(10) Diapers *no exaggeration* left in
the lot the evening of Fiesta.
For the most part the diapers are wrapped and sealed with the Velcro
straps, but some are left opened and others have been found torn up
(either by an animal or an animal).
Either way, littering is a crime and there is never an excuse for it -
especially when there are trash cans nearby.
What makes people think it is OK to carelessly leave diapers in the
parking lot?
Is there any way we can get this news out there and make people
understand how horrific and gross this is?
I know how impossible it can be to catch someone in the act of littering,
but how can we make this morally taboo or at least make people think
TWICE about their actions?
Am I being silly in thinking that this is hazardous waste?
