Manning Park, Eilings Park, Tucker's Grove, Oak Park.... all require reservations and possibly a fee.

The Santa Barbara Parks Department rents out a lot of really cool places that are surprisingly reasonable. I think a good party should have indoor and outdoor space and if it is beachside that is even better. The link below if for my personal favorities, but there are many more on the site. The Maritime Museum is really fun after hours. All the interactive exhibits help to keep guests entertained and there is a presentation wall to do slide shows etc. I think with a dance floor you can do up to about 150 in there.

Try the Moose Lodge or the Elks Lodge. It would help if one person in your party is a member of the Lodge. But the are both very reasonable, and they both serve alcohol.

The Greek Orthodox Church has a wonderful hall with an amazing view. They rent it out.

UCSB rents out a cottage near coal oil point -- right on the beach bluff. I don't think it's very expensive. It's at the end of Slough Road.

I believe the Natural History Museum does that. I read they were open for weddings/receptions and wish I'd known that when I got married. It's gorgeous there.
