Stuck Elevator

UPDATE: There are 15-20 people trapped in elevator. Earlier when door was opened I could only see feet in the upper part of the opening, so
it appears to be stuck maybe 6 feet from bottom of ground floor. Currently (4:10PM) can hear communications taking place as to how to get people out or
elevator to move.
Just witnessed 3 SBFD trucks pull up in front of Balboa Bldg. Looked inside lobby and appears to be stuck
elevator.
