Lewd Conduct Arrest

Luis Meza-Gonzalez, age 34, of Santa Barbara, was arrested for lewd conduct and
child annoying.
On July 26, 2012 at 4:21 p.m., SBPD Detective Charlie Katsapis and Detective
Brian Larson responded to a call of lewd conduct involving a subject
masturbating on the beach at 200 W. Cabrillo Boulevard. Upon arrival they
contacted the reporting party, a vacationing firefighter from Oakley,
California.
The reporting party indicated that he had observed Meza-Gonzalez masturbating
intermittently over the course of approximately twenty minutes while lying on
the sand at West Beach, approximately fifteen to twenty feet away from two
teenage female sunbathers. Meza-Gonzalez was using his baseball cap to conceal
his activity.
Detective Katsapis and Detective Larson located Meza-Gonzalez and the two
victims, eighteen-year old and sixteen-year old girls. The reporting party and
the victims made citizen arrests of Meza-Gonzalez for lewd conduct and child
annoying. The detectives took custody of Meza-Gonzalez and interviewed him at
SBPD, where he admitted to engaging in lewd behavior.
Meza-Gonzalez was booked into Santa Barbara County Jail on the aforementioned
charges, both of which are misdemeanors. His bail amount is $2,500.00.
