The slow growth of scum, fostered in part by our local warmth and in inattentiveness of our city leaders, has finally bubbled over and created a smelly cesspool out of one of Santa Barbara's premiere attractions. Andrea Clark Bird Refuge isn't the only place this has happened. How about State Street?
