Child Molest Arrests

The mother of the molestation victim was arrested for prostitution and her
customer was cited.
On June 13, 2012 at 3:07 p.m., Detective Brian Larson and Detective Charlie
Katsapis responded to the victim's residence to investigate a possible fourth
instance of molestation. Upon arrival they observed a man, not the victim's
father, departing the residence and saying goodbye to the victim's mother, age
39, who was scantily clad wearing a negligee. The mother was surprised to see
the police and quickly went back into the residence and closed the door. This
was the second occasion in which the detectives, when arriving unannounced,
found the victim's mother dressed in this fashion. They now suspected that the
mother was engaging in prostitution at the residence.
The detectives interviewed the customer, Kevin Gutierrez Manzo, age 24, of
Ventura. He confided that had gone to the residence and paid the molestation
victim's mother to engage in a sexual act. The mother denied that she was paid
to perform sex, but rather stated that she provided massage services. The
detectives located an advertisement placed by the mother in the escort listings
on the website backpage.com. Additionally, inside the residence they found
other evidence consistent with prostitution activity.
Manzo was issued a misdemeanor citation for prostitution and released. The
molestation victim's mother was arrested and booked at Santa Barbara County Jail
for prostitution with a bail amount of $2,500.00. Her name and photograph are
being withheld to protect the identity of her daughter, a victim of child
molestation.
At this time there is no indication that the molestation victim was involved in
prostitution.
SANTA BARBARA, CA - June 7, 2012
On March 19, 2012 SBPD Crimes against Persons Detective Brian Larson conducted a
follow-up investigation to a Child Welfare Services referral indicating that a
13-year old female victim (12-years old at the time of the offense) might have
been the victim of child molestation by a neighborhood acquaintance. The victim
and her family reside on the lower Eastside. The incident was reported to CWS
after one of the child's parents found suspicious Facebook communications
between the victim and perpetrator.
Over the course of his investigation Detective Larson determined that Jonathan
Mendoza Cisneros, age 25, engaged in sexual activity with the victim. Detective
Larson arrested Cisneros on March 29, 2012 for felony child molest and booked
him into Santa Barbara County Jail with a bail amount of $100,000.00.

Detective Larson's investigation also revealed that the victim was molested by
another acquaintance, Jose David Hernandez-Alecio, age 25. On April 6, 2012
Detective Larson arrested Hernandez-Alecio for the felonies of child molest and
penetration with a foreign object to a victim under 14-years of age with the
suspect greater than 10-years older (digital penetration). He was booked into
Santa Barbara County Jail with a bail amount of $100,000.00.

On June 4, 2012 SBPD Crimes against Persons Detective Charlie Katsapis conducted
a follow-up investigation to a report from Planned Parenthood at 516 Garden
Street that a 13-year old victim had informed staff that she had sexual
intercourse with a 19-year old man. Planned Parenthood is mandated by law to
report crimes of this nature to law enforcement. Detective Katsapis and his
partners in the Crimes against Persons detail recognized the victim in this case
to be the same girl from Detective Larson's previous investigation.
In his investigation Detective Katsapis determined that Martin Morales, age 19,
had engaged in a sexual relationship with the victim, who considers Morales to
be her boyfriend. The victim had gone to Planned Parenthood because she was
concerned that she might be pregnant. Detective Katsapis arrested Morales on
June 6, 2012 for felony child molest and booked him into Santa Barbara County
Jail with a bail amount of $100,000.00.
