You don't necessarily have to remove it, depending upon what you want to do afterward. Several years ago we did away with ours this way: we didn't water after the spring rains, which killed off most of it. Then in early October we covered it with a layer or raw horse manure, covered with several sheets of newspaper, covered by several inches of mulch. The manure helps kill the grass as it composts, and adds to the soil's structure and bacterial health. After a couple of inches of rain later in October, we added another few sheets of newspaper and more mulch, to cover some areas where stubborn runner grasses worked their way up through the first layers. By Spring it was ready for planting natives: just dig down through the cover.
