No, it's David Pritchett being snarky. I did a google search and found several but on clicking on the links, didn't see any rentals. You might try http://www.motolocosb.net/ and ask them, if they don't rent, who they would recommend.

You need a motorcycle license for most gas powered scooters. You might be aware, but not everyone is.
